CITY COUNCIL SPECIAL WORK SESSION September 24, 2012 <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : September 24, 2012 <br /> 5 TIME STARTED : 7:05 p.m. <br /> 6 TIME ENDED : 8:05 p.m. <br /> 7 MEMBERS PRESENT : Council Member Stoesz, O'Donnell, <br /> 8 Rafferty,Roeser and Mayor Reinert <br /> 9 MEMBERS ABSENT : none <br /> 10 <br /> 11 Staff members present: City Administrator Jeff Karlson; Community Development <br /> 12 Director Michael Grochala; Economic Development Coordinator Mary Alice Divine; <br /> 13 Finance Director Al Rolek; City Clerk Julie Bartell <br /> 14 <br /> 15 The special meeting was called for the purpose of discussing economic development. <br /> 16 <br /> 17 Anoka County proposal to purchase Legacy site - Economic Development <br /> 18 Coordinator Divine distributed and reviewed a letter from Attorney Stephen Bubul <br /> 19 regarding a proposal made by Anoka County regarding the tax-forfeited Legacy at Woods <br /> 20 Edge property. The letter outlined the downside to such a proposal. Ms. Divine <br /> 21 confirmed that a sign would be up soon offering the property for sale and that the <br /> 22 property is already listed on line on three different sites. <br /> 23 <br /> `., 24 Dominium Townhome Project—Economic Development Coordinator Divine recalled <br /> 25 that the council discussed a concept proposal by Dominium at the last work session. The <br /> 26 council indicated they would now discuss what they would like to see developed. There <br /> 27 were also questions that arose and Dominium's responses are indicated in her written <br /> 28 report. The questions related to senior housing, one-story townhomes, apartments versus <br /> 29 townhomes and market studies. She confirmed that the proposal would not involve <br /> 30 Section 8 housing. Ms. Divine reported that the concept was discussed by the City's <br /> 31 Economic Development Advisory Committee (EDAC) and their comments are included <br /> 32 in her staff report. The group approved a recommendation that the concept of <br /> 33 affordable/rental townhomes warrants further exploration with more discussion of <br /> 34 financial implications to the city. <br /> 35 <br /> 36 The mayor suggested that the momentum of a proposal should be good for bringing in <br /> 37 others. Staff assured the council that the information is out there and also explained that <br /> 38 they are thinking about how to best use the remaining lots in the site. The mayor <br /> 39 indicated that he sees interest in the project by five council members so staff indicated <br /> 40 that they would continue to work with Dominium on their ideas. <br /> 41 <br /> 42 Staff also updated the council on other economic development efforts: <br /> 43 <br /> 44 - Lino Lakes Assisted Living expansion proposal; <br /> 45 - Otter Lake Road improvements; <br /> 1 <br />
