CITY COUNCIL SPECIAL WORK SESSION September 24, 2012 APPROVED 1 CITY OF LINO LAKES 2 MINUTES 3 4 DATE : September 24, 2012 5 TIME STARTED : 7:05 p.m. 6 TIME ENDED : 8:05 p.m. 7 MEMBERS PRESENT : Council Member Stoesz, O'Donnell, 8 Rafferty,Roeser and Mayor Reinert 9 MEMBERS ABSENT : none 10 11 Staff members present: City Administrator Jeff Karlson; Community Development 12 Director Michael Grochala; Economic Development Coordinator Mary Alice Divine; 13 Finance Director Al Rolek; City Clerk Julie Bartell 14 15 The special meeting was called for the purpose of discussing economic development. 16 17 Anoka County proposal to purchase Legacy site - Economic Development 18 Coordinator Divine distributed and reviewed a letter from Attorney Stephen Bubul 19 regarding a proposal made by Anoka County regarding the tax-forfeited Legacy at Woods 20 Edge property. The letter outlined the downside to such a proposal. Ms. Divine 21 confirmed that a sign would be up soon offering the property for sale and that the 22 property is already listed on line on three different sites. 23 `., 24 Dominium Townhome Project—Economic Development Coordinator Divine recalled 25 that the council discussed a concept proposal by Dominium at the last work session. The 26 council indicated they would now discuss what they would like to see developed. There 27 were also questions that arose and Dominium's responses are indicated in her written 28 report. The questions related to senior housing, one-story townhomes, apartments versus 29 townhomes and market studies. She confirmed that the proposal would not involve 30 Section 8 housing. Ms. Divine reported that the concept was discussed by the City's 31 Economic Development Advisory Committee (EDAC) and their comments are included 32 in her staff report. The group approved a recommendation that the concept of 33 affordable/rental townhomes warrants further exploration with more discussion of 34 financial implications to the city. 35 36 The mayor suggested that the momentum of a proposal should be good for bringing in 37 others. Staff assured the council that the information is out there and also explained that 38 they are thinking about how to best use the remaining lots in the site. The mayor 39 indicated that he sees interest in the project by five council members so staff indicated 40 that they would continue to work with Dominium on their ideas. 41 42 Staff also updated the council on other economic development efforts: 43 44 - Lino Lakes Assisted Living expansion proposal; 45 - Otter Lake Road improvements; 1
