COUNCIL MINUTES November 13,2012 <br /> APPROVED <br /> 91 Council Member O'Donnell moved to approve the 1St Reading of Ordinance No. 09-12, as presented. <br /> 92 Council Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br /> 93 <br /> 94 4A) Approval to hire two police officers to fill vacant positions—Public Safety Director Swenson <br /> 95 reported that he is asking permission to hire two police officers to fill vacant positions. The hiring <br /> 96 would not increase the police department authorized strength of 25 sworn positions. An appropriate <br /> 97 hiring process has been conducted and conditional job offers have been made to two candidates. <br /> 98 <br /> 99 Council Member Rafferty moved to approve the hiring as requested. Council Member Stoesz <br /> 100 seconded the motion. Motion carried on a unanimous voice vote. <br /> 101 <br /> 102 PUBLIC SAFETY DEPARTMENT REPORT <br /> 103 <br /> 104 There was no report from the Public Safety Department. <br /> 105 <br /> 106 PUBLIC SERVICES DEPARTMENT REPORT <br /> 107 <br /> 108 There was no report from the Public Services Department. <br /> 109 <br /> 110 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br /> 111 <br /> 112 6A) Resolution No. 12-111, Approving Reconveyance of Forfeited Lands to the State of <br /> 113 Minnesota and Authorizing Certification of Entitlement to Land under Minnesota Statutes, <br /> 114 Section 282.01, Outlot A,Woolan Estates—Community Development Director Grochala explained <br /> 15 the request to reconvey certain lands to the state that are a part of a wetland and restoration project. <br /> 116 Wetland credits will come to the city as a result. Under state law the parcels can then be reconveyed <br /> 117 to the city as a result of entitlement. <br /> 118 <br /> 119 Council Member Roeser moved to approve Resolution No. 12-111 as presented. Council Member <br /> 120 Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br /> 121 <br /> 122 6B) Resolution No. 12-112, Approving Final Pay Request for the 2012 Trail Sealcoat Project— <br /> 123 Community Development Director Grochala explained that the project is complete and the contractor <br /> 124 has requested final payment, at an amount that is $1,800 below the approved contract. <br /> 125 <br /> 126 Council Member O'Donnell moved to approve Resolution No. 12-112 as presented. Council <br /> 127 Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br /> 128 <br /> 129 6C) Resolution No. 12-113,Authorizing Professional Services with WSB for the NE 35E Area <br /> 130 Drainage Study—Community Development Director Grochala indicated that staff has been working <br /> 131 with property owners in the area for the past few years on planning and economic development. <br /> 132 Drainage has evolved as an issue that could impact development opportunities. The Rice Creek <br /> 133 Watershed District is in the process of completing a repair report for Ditch 55 in the area. Staff <br /> 134 believes this is a good time for a coordinated and comprehensive plan identifying best options for <br /> 3 <br />
