Essentially the City is following <br />42 Chapter 429 of State Code related to public improvements which contains an opt -out provision <br />43 for single family home owners. This provision creates challenges for the City when it needs to <br />44 issue bonds for the improvements. There is a requirement to tax exempt zones which creates a <br />1 <br />
