Charter Commission <br />July 25, 2013 <br />Page 1 <br />1 FINAL <br />2 CITY OF LINO LAKES <br />3 CHARTER COMMISSION <br />4 <br />5 <br />6 DATE July 25, 2013 <br />7 TIME STARTED 6:30 p.m. <br />8 TIME ENDED 9:30 p.m. <br />9 MEMBERS PRESENT Bretoi (left the meeting at 8:50 p.m.), Dahl, Lyden, <br />10 Gunderson, Penn, Storberg, Trehus, Turcotte, <br />11 Aldentaler (left the meeting at 7:50 p.m.), Bartsch, and <br />12 Timm <br />13 MEMBERS EXCUSED Helgemoe, Sutherland, Williams, and Zastrow <br />14 MEMBERS UNEXCUSED None <br />15 STAFF MEMBERS PRESENT City Clerk Julie Bartell and City Administrator Jeff <br />16 Karison <br />17 OTHERS PRESENT: Mayor Jeff Reinert and Council Members Dale Stoesz <br />18 and Rob Rafferty <br />19 <br />20 CALL TO ORDER AND ROLL CALL <br />21 Chair Lyden reconvened the meeting of the Lino Lakes Charter Commission at 6:37 pm on July <br />22 25,2013. <br />23 <br />24 PLEDGE OF ALLEGIANCE <br />25 Chair Lyden lead the Pledge of Allegiance. <br />26 <br />27 SETTING THE AGENDA <br />28 Chair Lyden moved item 6C to review as item Al. <br />29 <br />30 Commissioner Penn asked to add an item regarding TimeSaver and minute taking. <br />31 <br />32 Chair Lyden believed TimeSaver would be included in the discussion for item 6A. <br />33 <br />34 Agenda was accepted as presented without additions. <br />35 <br />36 OPEN MIC/PUBLIC COMMENT <br />37 Councilmember Dale Stoesz, 309 Linda Court, stated that the last time he spoke under open mic <br />38 was prior to the November election regarding the amendment to the Charter. He offered that the <br />39 Commission vote on the Charter and pass the amendments. He believed that an agenda could be <br />40 set for a joint meeting where this issue could be discussed and a solution could be found. He <br />41 stated that he and Mayor Reinert drafted a response to the letter received from Chair Lyden and <br />42 presented that letter to the Commission. <br />43 Commissioner Storberg referenced a Charter proposed in 2007 which did not require votes to <br />44 complete roadwork and questioned why that was not included in the documentation. <br />
