Charter Commission <br />July 25, 2013 <br />Page 3 <br />—. 90 Motion passed 10 - 1 (Turcotte opposed). <br />91 <br />92 MOTION by Commissioner Timm, seconded by Commissioner Trehus, requesting an ordinance <br />93 to amend Section Eight of the City Charter regarding special improvements to amend the time <br />94 period to allow sufficient time to include a special improvement process on the ballot. <br />95 <br />96 Motion passed 10 - 1 (Turcotte opposed). <br />97 <br />98 Chair Lyden thanked Ms. Bartell for her assistance and professionalism. <br />99 <br />100 B. Commissioner Gunderson's Report on Secretarial options for minute taking for all <br />101 Charter meetings. <br />102 <br />103 MOTION by Commissioner Gunderson, seconded by Commissioner Dahl, directing Chair Lyden <br />104 to send a statement to the City Administrator and City Council to not have TimeSaver attend <br />105 future meetings. <br />106 <br />107 MOTION by Commissioner Bretoi, seconded by Commissioner Timm, requesting a FRIENDLY <br />108 AMENDMENT to the original motion to only accept the provision of assistance from <br />109 TimeSaver, as noted in the City Council meeting minutes of March 25, 2013 and the <br />110 Commission pursue the current process where the draft minutes are submit only to the Chair for <br />111 distribution, and the minutes are reviewed by the Commission for approval at the following <br />12 Commission meeting, after which time the meeting minutes will become official and can be <br />113 posted. <br />114 <br />115 MOTION by Commissioner Bretoi, seconded by Commissioner Timm, to call the vote to <br />116 question. <br />117 <br />118 Motion passed 8 – 2 (Trehus and Turcotte opposed) <br />119 <br />120 Motion passed 9 –1 (Turcotte opposed). <br />121 <br />122 The Commission thanked Ms. Bartell for her assistance. <br />123 <br />124 C. Commissioner Gunderson's concern regarding the two meetings of October 11, <br />125 2012, and April 11, 2013 that had been postponed. <br />126 <br />127 MOTION by Commissioner Storberg, seconded by Commissioner Bartsch, requesting that the <br />128 Charter Commission hold only two meetings during a one-year period. <br />129 <br />130 Chair Lyden declared the motion to be out of order. <br />131 <br />132 <br />133 <br />134 <br />3 <br />
