CITY COUNCIL WORK SESSION SEPTEMBER 6, 2006 <br />DRAFT <br />1 CHARTER AMENDMENT <br />2 <br />3 City Administrator reviewed the background regarding this issue and distributed a letter <br />4 from the City Attorney.
