The City Council has made decisions and provided direction to staff on all of the issues, with the exception of the Dedicated Parks Fund, which will be further discussed in the future. Several of these financial decisions are reflected in the adopted 2007 preliminary budget. With this direction from Council and the adoption of the preliminary budget, staff can proceed with revisions to the draft Five Year Plan, making it a more accurate and effective tool for future financial decision-making As indicated in my April 7, 2006 memo to the Charter Commission, staff intends to have the revised draft completed concurrently with the 2007 budget which will have final approval in mid December. Should there be a significant change in the final budget, a final revision may have to be made to the plan in late December or early January. The timing of completion and adoption of the Five Year Plan will ultimately be determined by the City Council. B. 2006 Lino Lakes Residential Survey The Charter Commission has previously been provided the summary survey results graphics. The City has received a final report on the responses and analysis. This approximately 150 page document is available for public review in the Lino Lakes City Hall Library. C. Surface Water Management Plan Attached is the Executive Summary from the 2005 Surface Water management Plan. The next update to the plan will occur in 2007 in conjunction with the mandated update of the comprehensive plan. A copy of this voluminous document is also available for public review in the Lino Lakes City Hall Library.
