The City Council has made decisions and provided direction to staff on all of the issues, <br />with the exception of the Dedicated Parks Fund, which will be further discussed in the <br />future. Several of these financial decisions are reflected in the adopted 2007 preliminary <br />budget. With this direction from Council and the adoption of the preliminary budget, <br />staff can proceed with revisions to the draft Five Year Plan, making it a more accurate <br />and effective tool for future financial decision-making As indicated in my April 7, 2006 <br />memo to the Charter Commission, staff intends to have the revised draft completed <br />concurrently with the 2007 budget which will have final approval in mid December. <br />Should there be a significant change in the final budget, a final revision may have to be <br />made to the plan in late December or early January. The timing of completion and <br />adoption of the Five Year Plan will ultimately be determined by the City Council. <br />B. 2006 Lino Lakes Residential Survey <br />The Charter Commission has previously been provided the summary survey results <br />graphics. The City has received a final report on the responses and analysis. This <br />approximately 150 page document is available for public review in the Lino Lakes City <br />Hall Library. <br />C. Surface Water Management Plan <br />Attached is the Executive Summary from the 2005 Surface Water management Plan. The <br />next update to the plan will occur in 2007 in conjunction with the mandated update of the <br />comprehensive plan. A copy of this voluminous document is also available for public <br />review in the Lino Lakes City Hall Library. <br />
