CITY COUNCIL <br />AGENDA ITEM 6D <br /> <br /> <br />STAFF ORIGINATOR: Michael Grochala <br /> <br />MEETING DATE: January 9, 2017 <br /> <br />TOPIC: Consider Resolution No. 17-07, Authorizing Preparation of <br />Report on Improvements, West Shadow and LaMotte Area <br />Street Improvement Project <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to authorization to prepare a report on <br />improvements for the West Shadow Lake and LaMotte Area Street Improvement Project. <br /> <br />BACKGROUND <br /> <br />On June 23, 2014 the City Council held a public hearing and took action to adopt Resolution <br />No. 14-65 approving a 5 Year Street Reconstruction Plan (2015 – 2019). The plan included the <br />proposed reconstruction of the Shenandoah Area in 2015 and reconstruction of streets in the <br />West Shadow and LaMotte Areas in 2019. The Shenandoah project was completed in 2016 <br />and was well received. <br /> <br />Staff is requesting council authorization for preparation of an updated feasibility study for the <br />West Shadow Area as well as a study including the LaMotte Area. These two areas continue <br />to rate poorly in our annual street ratings and are increasingly consuming Public Service <br />resources. Both locations experience drainage problems as well as a deteriorating street <br />surface. The purpose of the study is to determine the necessary improvements and estimated <br />costs for inclusion in the 5-year Street Reconstruction Plan. The replacement and/or extension <br />of public utilities within these areas will also be evaluated as part of the study but are not part <br />of the 5-Year Street Reconstruction Plan. <br /> <br />WSB, Inc., City Engineer, has prepared a proposal to complete the work in the amount of <br />$42,919. Funding for the study will come from the City’s Pavement Management Fund. <br /> <br />Staff is anticipating that, as with the 2015 Project, the street improvements would be financed <br />with the issuance of Street Reconstruction Bonds. The bonds would be repaid through an <br />annual property tax debt service levy. No special assessments have been proposed for the street <br />improvements. <br /> <br />Under state law Street Reconstruction Bonds can be issued, without election, provided the <br />following requirements are met: <br /> <br />1. The City must prepare a 5-year street reconstruction plan. <br />2. The City must hold a public hearing prior to consideration of the plan.
