CITY COUNCIL SPECIAL WORK SESSION January 3, 2017 <br />DRAFT <br /> 4 <br />some confusion about what the American Legion is recommending as a site. That was 123 <br />clarified to be the land in front of city hall. Mayor Reinert noted that a resolution 124 <br />designating a site would be appropriate as the project moves toward development with an 125 <br />architect; he’d like to see that on an upcoming council agenda. Mayor Reinert added that 126 <br />he’d also like to engage city resident Mary Schmuland who provided expert garden 127 <br />planning services for the area around city hall to also provide advice on plantings around 128 <br />a memorial. 129 <br /> 130 <br />Upgrade to Council Chambers – Administrator Karlson noted his work with Alpha Video 131 <br />and that they will be providing more information on a project. That company is currently 132 <br />updating their staff. The council will be receiving a preliminary design for the council 133 <br />chambers, based on information from Alpha Video and perhaps North Metro 134 <br />Telecommunications. Administration Karlson added that the city channel is in the 135 <br />process of being updated as well. 136 <br /> 137 <br />City Salary Data – Council Member Rafferty pointed out the state statute that regulates 138 <br />the posting of top city salaries; he proposes a format where that information appears on 139 <br />the City’s home web page where it will remain permanently. The change is important for 140 <br />full transparency. He provided an example of his suggestion as well as information from 141 <br />other city websites. 142 <br />7. Review Regular Agenda 143 <br /> 144 <br />Expenditures – Council Member Rafferty asked about the following line items: 145 <br />- Fidelity National Title – Director Grochala explained that is a cost related to the 146 <br />Comcast property and that will eventually be borne by the developer. 147 <br />- Meridian Energy Products – Director DeGardner explained that a portion of the 148 <br />lighting project is being prepaid in order to secure a rebate. 149 <br />- Don Salvander – Administrator Karlson explained his participation in a leadership 150 <br />group. 151 <br />- Emergency Apparatus Ladder 1 – Director Swenson explained the issue identified 152 <br />during a weekly apparatus check that required attention. 153 <br />- Schwabb Volhaber – Air conditioning units here at city hall. 154 <br /> 155 <br />Council Member Rafferty expressed concern about the use of ink for HP printers – that is 156 <br />an expensive option compared to large rented copiers. 157 <br /> 158 <br />Council Member Rafferty noted the US Bank card and expenditures that occur. How are 159 <br />those managed? Administrator Karlson explained that the charges are coded to 160 <br />appropriate funds. 161 <br /> 162 <br />- Comcast Station #2, almost $300 a month bill. Director Swenson noted that is the 163 <br />cost for fiber only to the station; no cable there. 164 <br /> 165
