COUNCIL MINUTES January 9, 2017 <br />DRAFT <br />2 <br />ADMINISTRATION DEPARTMENT REPORT 46 <br /> 47 <br />3A) Consider approval of Annual Appointments – Administrator Karlson noted the annual list 48 <br />of appointments and assignments before the council. He clarified that Council Member Rafferty will 49 <br />be designated as Acting Mayor based on the council’s work session discussion. 50 <br /> 51 <br />Council Member Maher moved to approve the list of appointment as presented. Council Member 52 <br />Rafferty seconded the motion. Motion carried on a voice vote. 53 <br /> 54 <br />3B) Consider Resolution No. 17-105, Approving Location of Lino Lakes Veterans Memorial 55 <br />– Administrator Karlson noted the council’s previous discussions and commitment to the addition of 56 <br />a veterans’ memorial within the city. The American Legion in Lino Lakes has offered their support 57 <br />on a location for the memorial. A resolution has been prepared that would approve the placement of 58 <br />the memorial in front of City Hall as they recommend. 59 <br /> 60 <br />Mayor Reinert noted that this designation is important because professionals will be donating their 61 <br />time to work on the project design and it is fair for them to be clear on the location. 62 <br /> 63 <br />Council Member Manthey remarked that he will be voting no on the resolution; his decision to vote 64 <br />against the resolution relates to concern about the council possibly not having enough discussion 65 <br />about location and how that could relate to a multi-use area so as to best use the city’s limited 66 <br />resources; it does not represent any concern about honoring those who have served. 67 <br /> 68 <br />Council Member Rafferty said he’s been vocal about his preferred location here at City Hall and he 69 <br />feels there has been good discussion on the topic. Mayor Reinert said the council has been discussing 70 <br />the matter for more than two years. He suspects that a combination of government privately donated 71 <br />funds will end up funding the memorial. 72 <br /> 73 <br />Council Member Kusterman moved to approve Resolution No. 105 as presented. Council Member 74 <br />Rafferty seconded the motion. Motion carried on a voice vote; Council Member Manthey and Maher 75 <br />recorded as voting no. 76 <br /> 77 <br />3C) Consider Six-Month Extension of Recycling Intern – Administrator Karlson explained the 78 <br />staff recommendation to extend the position of Nan Jia as the city’s recycling intern. 79 <br /> 80 <br />Council Member Kusterman moved to approve the extension of employment as recommended. 81 <br />Council Member Manthey seconded the motion. Motion carried on a voice vote. 82 <br /> 83 <br />PUBLIC SAFETY DEPARTMENT REPORT 84 <br /> 85 <br />4A) Consider Hiring Paid On-Call Firefighter – Public Safety Director Swenson reviewed the 86 <br />written report explaining the process and recommending hiring of Jason Boonstra as a Paid On-Call 87 <br />Firefighter. His hiring would bring the number of firefighters to 44. 88 <br /> 89
