CITY COUNCIL WORK SESSION March 27, 2017 <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : March 27, 2017 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:25 p.m. 6 <br />MEMBERS PRESENT : Council Member Rafferty, Kusterman, 7 <br /> Maher, Manthey and Mayor Reinert 8 <br />MEMBERS ABSENT : None 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Community Development 11 <br />Director Michael Grochala; City Planner Katie Larsen; City Clerk Julie Bartell. 12 <br /> 13 <br />1. Review Regular Council Agenda of March 27, 2017 14 <br />Council Member Rafferty noted that he’s seen the Public Safety Department’s new quint; 15 <br />it is impressive. 16 <br /> 17 <br />Consent Agenda –some questions were raised on process of getting a peddler license. 18 <br />City Clerk Bartell responded with information on the city’s regulations and enforcement 19 <br />procedures. Council Member Kusterman asked about non-profit organizations (i.e. 20 <br />political action) and the City Clerk explained the process that is used to license and 21 <br />background that type of activity. 22 <br /> 23 <br />Item 6B) Sale of property to American Legion- Community Development 24 <br />Director Grochala updated the council on the process of a land sale (ordinance, two 25 <br />readings, publication period). 26 <br /> 27 <br />Item 6C) Comprehensive Plan Update – Community Development Director 28 <br />Grochala confirmed that there were no additional offers to provide these services other 29 <br />than the initial proposals received. He feels the team of Landform and WSB & 30 <br />Associates is a good one and they will serve the process well. He reviewed funding 31 <br />plans for the project, including a grant from the Metropolitan Council. For planning 32 <br />purposes, a budget is prepared and includes a contingency. If the council is comfortable 33 <br />going forward, staff would plan on commencing discussion in April and continuing the 34 <br />process from there. 35 <br /> 36 <br />Mayor Reinert asked how the council can prepare for the process. Community 37 <br />Development Director Grochala suggested that the council think about their long term 38 <br />ideas for the city. The area of water supply was noted. 39 <br /> 40 <br />The meeting was adjourned at 6:25 p.m. 41 <br /> 42 <br />These minutes were considered, corrected and approved at the regular Council meeting held on 43 <br />April 10, 2017. 44 <br /> 45
