Charter Commission Request for Annual Budget Increase – Administrator 14 <br />Karlson recalled a previous council discussion regarding this matter. Staff was directed 15 <br />to get more information from the Chair as to the Charter Commission’s specific need for 16 <br />additional funds. The commission chair has clarified that they are requesting a budget 17 <br />increase to be provided annually. Mr. Karlson said he reviewed the minutes for the last 18 <br />meeting and sees that the attorney proposed has requested a retainer of $5,000. 19 <br /> 20 <br />Mayor Reinert stated that he supports having a charter but his experience has been that 21 <br />the leadership of the commission has not been reasonable as far as working with the 22 <br />council. There is a radical element that does not wish to work with the council. As far 23 <br />as past budgets, it traditionally has not been as high as noted in the letter. He feels he has 24 <br />tried very hard to work with the group and he is still willing to try, but a blank check 25 <br />wouldn’t be appropriate. 26 <br /> 27 <br />Council Member Kusterman noted that the commission’s request “for attorney fees” is 28 <br />not specific enough. He also noted state law dictates the job of the commission and it is 29 <br />to frame and amend the charter. That would be the job of an attorney so he understands 30 <br />there could be a need. If they were to bring forward a specific proposal for which an 31 <br />attorney is needed, that should be considered. 32 <br /> 33 <br />Council Member Manthey remarked that he’d also like more specifics. He wonders if it 34 <br />is a conflict of interest though to deny funds when the council would ultimately be seeing 35 <br />the product of the commission’s work. He isn’t sure what to think when there isn’t clear 36 <br />information and he hears only the experience of the council. 37 <br /> 38 <br />2. Review Regular Agenda of April 24, 2017 – 39 <br /> 40 <br />Consent Item 1E – Resolution No. 17-32, Extension of Time for the Submittal of the 41 <br />PUD Final Plan/Final Plat for Mattamy Homes (Watermark) – City Planner Larsen 42 <br />briefly reviewed the request. She updated the council on the work of Mattamy Homes to 43 <br />sell the property and the fact that they won’t be able to put together a sale by the deadline 44 <br />for their application; they would receive an additional six months with approval of the 45
