Anoka County Multi-Jurisdictional <br />All Hazards Mitigation Plan <br /> 128 <br /> <br />For example, if the library was closed for 7 days (loss of function) and then resumed operations <br />from an empty trailer rented for $10 per day for the next 90 days, the displacement cost would <br />be $900 (90 days x $10 per day). <br /> <br />For residences the cost of displacement would be the cost of alternate facilities and the average <br />time of residential construction in Anoka County. <br /> <br />If content value is unknown the following uplift factors can be applied to the structure value: <br /> <br /> Residences – 20% <br /> Agriculture – 30% <br /> Government – 40% <br /> Commercial – 60% <br /> <br />Cubic yards calculations are based on the structures square feet and the estimated damage. <br />Then using appropriate factors to estimate burnable, soil, metal and building demolition debris. <br />Disposal costs per cubic yard and landfill acres costs are provided by local sanitation officials. <br /> <br />If square footage is unknown an approximate square footage can be calculated from the <br />structure cost. For example use the typical governmental and commercial construction cost in <br />the county and divide that into the structure cost. If construction cost is $200 per square foot <br />and the structure value is $1,000,000 the approximate square footage is 5,000 square feet. <br /> <br />For Residential square footage use the median cost of housing in the county and divide that b y <br />the dollar per square foot building cost across the county. <br /> <br />Response, evacuation, recovery and other costs are calculated using a factor times total <br />structure value. The premise is that structure loss is directly related to the impact and extent of <br />the hazard and therefore can be used as a basis for costs estimates. <br /> <br />Wages lost are a direct calculation of displaced days, structure capacity or workforce and the <br />average daily wage for the jurisdiction <br />
