Anoka County Multi-Jurisdictional <br />All Hazards Mitigation Plan <br /> 150 <br /> <br />of wetlands to serve relatively small and isolated pockets of residential development is <br />considered prohibitive. <br /> <br />It is estimated that when fully developed there will be a resident population of 19,500. This <br />future plan will include approximately 650 housing units available for low-income families and <br />senior citizens. <br /> <br />There is no organized historical preservation entity in the City, although Anoka County <br />maintains an active and effective historical society. One site (a pioneer church building) is <br />maintained by the parent congregation. <br /> <br />Infrastructure and infrastructure projects: Ham Lake infrastructure includes a major State <br />Trunk Highway 65 passing through from south to north. County Roads 116, 16, 18, 52, 60, 61, <br />68, and 17 also bisect Ham Lake. While only one road leading out of the City to the east, the <br />natural barrier created by the Carlos Avery Game Preserve makes this situation necessary and <br />permanent. Intra-City travel if provided by north/south collectors (University Avenue, Radisson <br />Road, Xylite Street and Naples Street). County Roads 116, 16, 18 and 149th Avenue NE, <br />provides the east/west collection function. <br /> <br />Currently the City is served only by individual private septic systems and wells. In March 2005 <br />the City contracted to have a study completed regarding the feasibility of a sanitary sewer and <br />water supply. The planning area included the Trunk Highway 65 corridor from 169th Avenue to <br />the City’s north border, and a corridor out to and around Coon Lake. This system could be <br />tentatively joined with a system proposed by the City of East Bethel, which abuts th e city to the <br />north. <br /> <br /> <br />HILLTOP <br />Geographic location and characteristics: The City of Hilltop is located in southern Anoka <br />County, within the City of Columbia Heights, a first-ring suburb on the northeast border of the <br />City of Minneapolis. Hilltop is completely surrounded by and shares all of its borders with the <br />City of Columbia Heights. Hilltop is 80 acres in size or 0.1 square miles. The City of Hilltop is <br />located at Latitude 45.05 N and Longitude 93.24 W and has an elevation of 942 feet. <br /> <br />Public lands: Hilltop has 27 acres of public land within the city. These areas include schools, <br />city offices, public works facilities and a small public park. <br /> <br />Private fee areas: There are no such areas in Hilltop. <br /> <br />Agriculture and forestry: There are no such areas in Hilltop. <br /> <br />Commercial and industrial development and trends: Hilltop is fully developed. There is no <br />significant growth projected. Redevelopment/ renewal of aging commercial areas is all that is <br />expected in the near to distant future. <br /> <br />Residential development and trends: Hilltop is fully developed. No growth in the number of <br />households is projected. <br /> <br />Infrastructure and infrastructure projects: There is no planned expansion of streets, water or <br />sanitary sewer service. <br />
