Anoka County Multi-Jurisdictional <br />All Hazards Mitigation Plan <br /> 170 <br /> <br /> Fridley has completed a project to construct a levee and enable bank <br />stabilization along the Mississippi River to protect homes in certain vulnerable <br />areas. <br /> The City of Anoka completed a project to acquire property and remove <br />chronically flood threatened homes along the Rum River. <br /> Anoka County and the municipalities within, participate in the National Flood <br />Insurance Program. <br /> Minnesota health officials helped to develop a mass clinic plan. Anoka County <br />Health Department's plan was tested during an August 2004 Strategic National <br />Stockpile drill and subsequently revised to address problems found during that <br />exercise. The plan was implemented for the H1N1 Pandemic. <br /> Anoka County is responsible for planning a mass vaccination process should this <br />be necessary due to contagious disease outbreak. Locations for mass <br />dispensing sites have been identified, and a process for administering medicines <br />is being refined and tested. <br /> Practice exercises are conducted between HSEM, NWS, FBI, Anoka County <br />Emergency Medical Services, city first responders and Anoka County Emergency <br />Management to assure preparedness. <br /> All facilities involved with hazardous materials provide annual TIER II reports. <br /> Cities throughout Anoka County continue to add outdoor warning sirens to <br />improve warning effectiveness, and to maintain existing sirens to insure proper <br />operation. <br /> The American Red Cross has multiple designated emergency shelters. We <br />continue to work with the Red Cross on pet compliant shelters. <br /> Anoka County is part of the North Metro Drug Task Force, which is active in <br />methamphetamine and other drug enforcement, effectively reducing the number <br />of clandestine labs in the county. <br /> Multiple Anoka County communities have been active in the Firewise program, <br />which works with the state Department of Natural Resources to remove potential <br />fuel sources that may be involved in wild land fires. This mitigation effort limits <br />the spread of wild land fires, and helps to protect homes. <br /> Anoka County participates in the Joint Terrorism Task Force. <br /> <br />State mitigation efforts and programs that are significant to Anoka County include the following: <br /> <br />State of Minnesota Pipeline Safety Plan: The state of Minnesota, along with gas and oil pipeline <br />providers, maintains a pipeline safety plan. Pipeline providers are required to schedule <br />meetings with local officials to facilitate discussions about mitigation and response to pipeline <br />disasters. <br /> <br />The State Emergency Response Commission is responsible for implementing federal <br />Emergency Planning and Community Right-to-Know Act (EPCRA) provisions in Minnesota and <br />serving as a technical advisor and information clearinghouse for state and federal hazardous <br />materials programs. The Minnesota Homeland Security and Emergency Management Agency is <br />the lead agency responsible for implementing EPCRA. <br /> <br />Minnesota Emergency Management Plan (MEOP): The Minnesota Emergency Operations Plan <br />(MMP) is the document that provides the foundation for all disaster and emergency response <br />operations conducted within the state of Minnesota. Minnesota state law requires HSEM to <br />develop this plan and update it on a periodic basis.
