Anoka County Multi-Jurisdictional <br />All Hazards Mitigation Plan <br /> 183 <br /> <br />budgets, costing only the time of employees already on staff. While “time is money” and hours <br />have been estimated in dollars for each action item, there will be no requirement for additional <br />funds to be budgeted to accomplish many of the action items. <br /> <br />The success of this Plan hinges on three major action items; <br /> <br />Anoka County Emergency Management is tasked with Plan oversight, to include project <br />tracking, progress reports, and reconvening the Steering Committee as needed for Plan <br />review and revision; in addition, Emergency Management will serve as lead agency for <br />many of the action items. <br /> <br />Emergency Management staff must pursue all grant opportunities that become available <br />to assist with funding countywide mitigation actions. Staff must receive necessary <br />training on grant writing and evaluation of grant criteria. Without assistance from the <br />various grant programs available, Anoka County cannot afford to begin many of the <br />more expensive mitigation actions described in this plan. <br /> <br />GIS hardware and updated software will continue to be purchased and existing county <br />GIS/Technology staff continue training to allow the inclusion of HAZUS-MH capability to <br />more fully assess hazards throughout the county. In addition to hazard assessment, this <br />capability will extend to planning and zoning, school boards, utilities and infrastructure, <br />and all emergency service agencies. <br /> <br />The hazard mitigation planning process has brought together a group of dedicated <br />representatives from the twenty-two jurisdictions comprising Anoka County. An early suggestion <br />from several members of the planning committee that the group continue to meet on a regular <br />schedule after Plan approval speaks for the cooperation and sense of community each <br />jurisdiction brings to the planning effort, and instills confidence that the jurisdictions will unite in <br />mitigation and other efforts to meet the following goals. <br /> <br />It is the vision of Anoka County and its municipalities to promote citizen and governmental <br />responsibility for hazard awareness and preparedness, and to foster cooperative planning <br />among the jurisdictions to reduce the impact of natural and manmade hazards on public and <br />private assets, and on the safety and welfare of all citizens. <br /> <br />During the Comprehensive Plan Update, the Planning team reviewed all the goals from the <br />2006 plan and marked each goal as being completed, ongoing, or canceled. Jurisdictions were <br />provided with the opportunity to add new mitigation goals to the plan. Through the update <br />process each Jurisdiction reviewed and updated their mitigation goals. The goals are listed in <br />section 5.2.5 as New, Ongoing Completed, or Canceled. <br />
