CITY OF LINO LAKES
MINUTES
CANVASSING BOARD
DATE : November 14, 2011
TIME STARTED : 6:27 p.m.
TIME ENDED : 6:35 p.m.
MEMBERS PRESENT : Council Members Rafferty, Gallup,
Roeser, O'Donnell and Mayor Reinert
MEMBERS ABSENT : none
Staff members present: City Administrator Jeff Karlson; City Clerk Julie Bartell
The Oath of Office was taken by the board members.
City Clerk Bartell noted that Minnesota Statutes require that the governing body of a city
conducting an election shall act as the canvassing board, canvass the returns and declare
the results of the election within seven days after the election. She noted that the report
to the board includes the abstract of votes cast as compiled from the official results.
Board members posed questions to staff: why were some precincts slower to report their
results than others; why were some vote tabulating machines down at times; why were
the incumbents not noted on the ballots; and how are the names rotated on ballots? City
Clerk Bartell replied with information on situations that can cause votes to be reported
slower from some locations and that voting machines can sometimes have mechanical
problems but that a process is in place to accept voted ballots safely. Ms. Bartell
indicated that she would report back to the council member with an answer on the ballot
questions. A board member requested that staff include a colored map of the city's
voting precincts in the next canvassing board report.
Canvassing Board Member Gallup moved to accept the November 8, 2011 General
Election Results, as presented. Canvassing Board Member Rafferty seconded the motion.
Motion carried.
Being no further business, Canvassing Board Member O'Donnell moved to adjourn at
6:35 p.m. Canvassing Board Member Roeser seconded the motion. Motion carried.
These minutes were considered, corrected and approved at the regular Council meeting held on
November 28, 2011.
ity Jerk, Julianne)Bartell Jeff Reinert, ray•r
