4 <br />August 16, 1978 <br />The regualr meeting of the Lino Lakes Planning and Zoning Board was <br />called to order at 8:04 P.M. by Chairman Gourley. Members present; <br />Mattson, Reinert, Bohjanen, Schwankl, Hill,Shearen. Absent; None. <br />Mr. Hill asked that the 4th paragraph on the last page be deleted. <br />Mr. Hill moved to approve the minutes as corrected. Seconded by Mr. <br />Bohjanen. Motion declared passed. <br />Mr. McLean reported to the Planning and Zoning Board the actions of the <br />City Council in reference to the July meeting. <br />The variance request on the agenda had been cancelled. The Clerk <br />presented a variance request signed by Elizabeth Sands requesting <br />the transfer of a parcel of land of less than 24 acres. This parcel <br />is to be added to an existing parcel to increase the size and add to <br />the lake frontage. The Application was in order with the exception <br />of the signature of the current owner, Mr. Hawkins. After some discussion, <br />Mr. Bohjanen, moved to recommend approval of this variance, with the <br />stipulation that the signature of Mr. Hawkins be obtained. Seconded by <br />Mr. Shearen. Motion declared passed. <br />Mr. Lee Robinson had submitted a request for a variance to add a parcel <br />of land of less than the required 24 acres to an existing parcel. However, <br />a certificate of survey is needed. This request will be on the September <br />20, 1978 agenda. <br />Mr. Menkveld was present to discuss Carole Estates II. Mr. Gotwald had <br />delivered a letter to the office with some questions on the proposed <br />drainage area. There was also discussion on the discrepancy in the <br />elevations as compared to the area to the South of this plat. Mr. Gotwald <br />was also concerned about the traffic flow on the dead end street to the <br />North. <br />Mr. Menkveld said that a temporary cul-de-sac had been proposed for that <br />dead end street. When the lands to the North are devleoped, then this <br />cul-de-sac will be eliminated and the land will revert to the abutting <br />property owners. <br />Mr. Priem, a land owner whose property borders the West edge of this plat <br />asked what is going to happen to back portion of his land. He wanted a <br />street in order to develop some lots. <br />Mr. Reinert said this is a decision that must be made between property <br />owners and this is not within the province of this Board. <br />Mr. Menkveld was given a copy of the letter from Mr. Gotwald and asked <br />to comply with his suggestions and return to the September20th meeting. <br />Mr. & Mrs. Terry Busch of 8015 Elbe St. were in the audience. They had <br />started to install a privacy around their back yard and had been stopped <br />by the Building Inspector. The fence is 7' in height which is in violation <br />of Ordinance #56 which state that a fence may not be higher than 6'. <br />Mrs. Busch presented the Board with a list of signatures of property <br />owners surrounding their lot agreeing to the construction of this fence. <br />
