- Page Two - <br />August 26, 1976 <br />apply at the set back line and this should be 75'. Mr. Yoder felt the 75' <br />frontage should be maintained but leave is fexiable - some areas may be able <br />to lower this and in others, no. <br />Ordinance #56 will have to be amended to designate the 75' requirement at <br />the set back lines on cul-de-sacs. Mr. Karth felt the 75' requirement on <br />all othere lots in the urban service area should be maintained. <br />Mr. Hill moved the 75' requirement be at the set back line on all cul-de-sac <br />lots with a minimum of 40' frontage on the street in the urban residential <br />service area. Seconded by Mr. Shearen. Motion carried unanimously. <br />The required frontage on lots in the urban service area where utilities are <br />not available was discussed. This would be concerned with the unplatted areas <br />Mr. Gourley wondered how long a builder would have before being required to <br />connect to the utility systems. At the current time, the Ordinance allows <br />one year to connect. <br />There was a suggestion that minimum lot sizes without sewer in the urban <br />service area be one acre with 150' frontage and 75' with sewers. Mr. Gotwald <br />felt that developing land with a one acre minimum lot requirement would not <br />be feasible, but if developed in a manner that would allow a larger lot to be <br />split when utilities were available, could be feasible. <br />Mr. Kelling moved that no lot of less than one acre with 150' frontage be <br />allowed in the urban service area where sewer is not readily available. <br />Seconded by Mr. Karth. Motion carried unanimously. <br />Mr. Nadeau asked about Ramsey County and Mr. Gotwald said that if an area is <br />platted, they are forced to connect with sewers. There was a suggestion that <br />no lots be allowed unless platted. <br />The size of lots in the rural area was discussed. The current requirement of <br />22 acres with many persons getting a variance for less, is cumbersome and is <br />not equitable. <br />Mr. Kelling moved the minimum lot size in a rural service area be one acre <br />provided a septic system can be contained on that one acre must have 150' <br />on a accepted City Street and at the set back line - must also install a <br />State approved well. Seconded by Mr. Hill. Motion carried unanimously. <br />Mr. Hill moved that all development must be on a dedicated and accepted <br />City Street. Seconded by Mr. Karth. Motion carried unanimously. <br />Mr. Reinert was concerned with the economics connected with developments - <br />at what point is it necessary to add another Patrolman, another truck for <br />road work and a man to drive, how will it effect the schools. These and other <br />things need to be considered. The Planner will look into these effects and <br />will have a report for the next meeting. <br />There has been no communication from the Metropolitan Council on the Resolution <br />passed by the Council. The Planner was asked if would check on this matter. <br />Mr. Kelling moved to adjourn at 10:15 P.M. Seconded by Mr. Hill. Aye. <br />
