ti - Page Four - August 18, 1976 Mr. Kelling moved to recommend to the Council to encourage this project be put into operation. He felt there is a definite need for this. Seconded by Mr. Shearen. Motion carried unanimously. The gentleman interested in purchasing the lot at the end of Marshan Lane had arrived. Mrs. Butters had not. He asked the Board the requirements j to build on the parcel of land. Mr. Funkhouser was also present. It was explained the Board was concerned with Mr. Funkhouser's parcel to the North - and the South parcel has no frontage on a street. It will be necessary to install a cul-de-sac to provide a proper turn around for fire trucksand maintenance vehicles, such as snowplows. The Board asked Mr. Funkhouser's participation in that part of the cul-de-sac could be located on -his property, thus giving access to both parcels with the required front footage. The purchaser said that he could not afford to put in the cul-de-sac and therefore would not be purchasing the property. There were three applications for sign permits. The Board members had questions as to where and how these signs were constructed. Mr. Kelling moved these applications be turned over to the Building Inspector for his approval, then returned to the Planning and Zoning Board. Seconded by Mr Shearen. Motion carried .unanimously. The Clerk was instructed to provide a place on the application form for the Building Inspector's approval. Mr. Nadeau asked if the Council had taken any action on the commercial operations in a residential district. Mr. McLean said, No, it had been discussed. Mr. McLean asked that copies of the Police Report be sent to the members of the Planning and Zoning Board. Chairman Gourley reminded all members of the special meeting scheduled for August 26, 1976. The Planner and Engineer will be present at this meeting and will be dealing with the definition .of the urban area as required by the Metropolitan Council. The Clerk suggested thismeeting be held in the Clerk's office. All maps are available and there are two large tables that can be put together to form a good working area. The Board members agreed. Mr. Nadeau asked if it is necessary to get a building permit for a farm house. There was no answer, the Clerk was instructed to check the State Building Code on this matter. Mr. Nadeau asked who does perc test? Mr. Shearen said he would get some names for him. Mr. Kelling moved to adjourn at 11:00 P.M. Seconded by Mr. Shearen. Aye.
