COUNCIL MINUTES February 8, 2010 <br /> APPROVED <br /> 46 FINANCE DEPARTMENT REPORT, AL ROLEK <br /> 47 <br /> 48 There was no report from the Finance Department. <br /> 49 <br /> 50 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br /> 51 <br /> 52 3A. Advisory Board Appointments—City Clerk Bartell reviewed the appointment roster <br /> 53 forwarded by the council after their recent interviews of applicants. <br /> 54 <br /> 55 Council Member Roeser moved to approve the appointments as presented. Council Member <br /> 56 O'Donnell seconded the motion. Motion adopted on a unanimous voice vote. <br /> 57 <br /> 58 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br /> 59 <br /> 60 There was no report from the Public Safety Department. <br /> 61 <br /> 62 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br /> 63 <br /> 64 There was no report from the Public Services Department. <br /> 65 <br /> 66 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br /> 67 <br /> 58 6A. Resolution No. 10-12,Approving 2010 Environmental Board Goals—Environmental <br /> `"169 Coordinator Asleson noted that the city's Environmental Board annually sets its goals. He introduced <br /> 70 Board Member Barbara Bor who reviewed the goals that are fully set forth in the resolution. <br /> 71 <br /> 72 The council asked if there is any new information or plans to work with the situation of the <br /> 73 disappearance of blue herons from Peltier Island. The council asked staff to provide an update on that <br /> 74 situation at the next regular work session. <br /> 75 <br /> 76 6B. First Reading of Ordinance No. 01-10, amending the Zoning Ordinance related to home <br /> 77 occupations—City Planner Bengtson explained the proposed amendment to the city's zoning <br /> 78 regulations (and fee schedule) will serve to update regulations on home occupations in a way that <br /> 79 doesn't dissuade individuals from having home businesses but protects the area around them. A <br /> 80 three-tiered system is being proposed as follows: i) no permit required; ii) an administration permit <br /> 81 required; or iii)requirement for a conditional use permit. Staff feels that the new ordinance would <br /> 82 provide greater business opportunity since the current regulations include more limitations (i.e. cannot <br /> 83 use a garage at all and more employee restrictions). The proposed fee, for situations requiring it, is <br /> 84 $25. Mr. Bengtson added that the Planning and Zoning Board held a public hearing on the changes <br /> 85 and ultimately recommended approval. <br /> 86 <br /> 87 Council Member O'Donnell moved to dispense with full reading of the ordinance. Council Member <br /> 88 Gallup seconded the motion. Motion carried on a unanimous voice vote. <br /> 89 <br /> 2 <br />
