Consider Resolution No. 10-27,Accepting Bids and Awarding a Construction Contract, <br /> 146 2010 Overlay Project—Engineer Studenski presented a map indicating the areas that would be done <br /> 147 as part of this year's Overlay Project. Bids were received and opened on March 31, 2010; the low <br /> 148 bidder was Rum River Contracting and they are in contact with the city. <br /> 149 <br /> 150 He added that staff will be giving an update on the Pavement Management Plan at the next council <br /> 151 work session. It will be an update on the state of the city's streets and how the system is functioning. <br /> 152 <br /> 153 Council Member Roeser moved to approve Resolution No. 10-27 as presented. Consider Resolution No. 10-28,Accepting Bids and Awarding a Construction Contract, <br /> -158 2010 Sealcoat Project—Engineer Studenski noted that bids were received and opened on March 31, <br /> 159 2010 for this project; there were four bidders with the lowest being Pearson Brothers, a past <br /> 160 contractor for the city. One bid was found to be incomplete and they were properly notified. He <br /> 161 showed a map indicating this year's planned sealcoating project. <br /> 162 <br /> 163 A council member asked about quality control. With the wide spread in bid amounts, how does the <br /> 164 city make sure the best work is achieved. Staff explained that standards are included in the contract <br /> 165 and corrections are required if those standards are not fully met. <br /> 166 <br /> 167 Council Member Roeser moved to approve Resolution No. 10-28 as presented. Consider Resolution No. 10-29,Approving Plans and Specifications and Authorizing Ad for <br /> 172 Bids,Pine Street, Zodiac Street and Howard Lake Drive Paving Improvements—Engineer <br /> 173 Studenski reported that the resolution approves moving ahead with the bid element for the Pine Street <br /> 174 paving improvement project. The project is being done in conjunction with the City of Columbus <br /> 175 since Pine is a border street. Columbus is adding the Zodiac Street and Howard Lake Drive <br /> 176 improvements as well and the larger project may well bring down the overall cost. The City of Lino <br /> 177 Lakes will assess one-half of the Pine Street improvements back to the affected property owners. This <br /> 178 should be a fairly early summer construction project.
