CITY COUNCIL WORK SESSION June 28, 2010 <br /> APPROVED <br /> L 46 <br /> 47 2. Review of Regular Meeting Agenda — Regarding Item 1H, approval of a <br /> 48 temporary liquor and cabaret license for St. Joseph's Church annual festival, staff and the <br /> 49 council discussed how fees for background checks differ between temporary and regular <br /> 50 liquor licenses. Fees for background checks are generally only charged for the regular <br /> 51 licenses. The council asked staff to report at the next work session on city's work and <br /> 52 charges for background investigations related to the issuance of all types liquor licenses. <br /> 53 <br /> 54 Regarding Item 6, Pine Street Paving Improvement, City Engineer Studenski explained <br /> 55 that "ii" under that item is being taken off the agenda because it was already done. The <br /> 56 public hearing will include staff reading into the record a letter received from John <br /> 57 Jancsek. <br /> 58 <br /> 59 Regarding Item 6A, accepting a donation of funds from the Minnesota Metro North <br /> 60 Tourism for promotion for the city's Blue Heron Days, the council received an <br /> 61 explanation of how the funds will be expended to promote the festival or increase its <br /> 62 family focus. <br /> 63 3. English as official language—The city clerk distributed the email <br /> 64 communications that she has received relative to the proposal. <br /> 65 It was noted that Acting Administrator Tesch is working on the form of a proposal, either <br /> 66 ordinance or resolution,perhaps getting some assistance from organizations that have <br /> 67 dealt with the question already. <br /> 68 Mr. Tesch noted that while the city attorney is on sabbatical,he has spoken with him and <br /> 69 gotten some information. If the council wishes to consider the question in the form of a <br /> 70 resolution, Mr. Tesch suggests that he may be able to put that together; if the council <br /> 71 wishes to look at an ordinance form that becomes a regulation of the city, he would <br /> 72 suggest that the city attorney would be involved at some expense in composing that type <br /> 73 of proposal. <br /> 74 The council would like to discuss further what type of proposal will be considered.
