CITY COUNCIL WORK SESSION July 12, 2010 <br /> APPROVED <br /> CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : July 12, 2010 <br /> 5 TIME STARTED : 6:00 p.m. <br /> 6 TIME ENDED : 6:20 p.m. <br /> 7 MEMBERS PRESENT : Councilmember Gallup, O'Donnell, <br /> 8 Rafferty, Roeser and Mayor Reinert <br /> 9 MEMBERS ABSENT : None <br /> 10 <br /> 11 <br /> 12 Staff members present: Director of Administration Dan Tesch; Community Development <br /> 13 Director Michael Grochala; Economic Development Director Mary Alice Divine; Finance <br /> 14 Director Al Rolek; City Clerk, Julie Bartell. <br /> 15 <br /> 16 1. Storm Water Utility Information—Economic Development Coordinator Divine <br /> 17 distributed to the council a draft public information piece that explains the proposed <br /> 18 storm water utility and announces a public education meeting. At the public hearing,the <br /> 19 consultant on the project, Short Elliott Hendrickson Inc. (SEH), will give a presentation <br /> 20 and answer questions. <br /> 21 <br /> 22 A council member suggested that the presentation should be taped and replayed on the <br /> 23 public cable channel. Some suggestions were made by the council to improve the public <br /> 24 information piece to show how the use of this utility is a more equitable approach to <br /> 25 paying for storm water services. It was recommended that the city inform the school <br /> 26 district that this may happen to give them time to prepare in their budget. <br /> 27 <br /> 28 The full schedule for consideration was reviewed: <br /> 29 - Distribution of information piece; <br /> 30 - Open house <br /> 31 - Public hearing at city council meeting in August(first reading of ordinance); <br /> 32 - 2nd Reading of ordinance; <br /> 33 - Implementation of utility.- <br /> 34 <br /> 35 Finance Director Rolek discussed how the storm water utility would fit into the city's <br /> 36 budget. He explained that there are some general fund items (costs)that would be shifted <br /> 37 to the storm water utility area. The budget for a storm water utility has been adjusted <br /> 38 down and includes only items that are associated with storm water activities. <br /> 39 <br /> 40 The council would like to review the final brochure before it is distributed. <br /> 41 <br /> 42 2. Review Regular Council Agenda <br /> 43 <br /> 44 There were no changes to the regular Council agenda. <br /> 45 <br /> 46 The meeting was adjourned at 6:26 p.m. <br /> 1 <br />
