COUNCIL MINUTES September 25, 2017 <br />APPROVED <br />128 <br />129 6A) Consider 2na Reading of Ordinance No. 08-17, Vacating Drainage Easement on 520 62°a <br />130 Street — City Planner Larsen first indicated that Resolution No. 17-101 is included in her request for <br />131 action. She reviewed the request for vacation of a drainage easement as well as the amendment to an <br />132 easement requested by resolution. <br />t33 Council Member Manthey remarked that this vacation has been fully explored and developed through <br />134 contact with the watershed district and others. <br />135 Council Member Rafferty moved to waive the full reading of Ordinance No. 09-17 as presented. <br />136 Council Member Maher seconded the motion. Motion carried on a voice vote. <br />137 Council Member Rafferty moved to approve the 2na Reading and adoption of Ordinance No. 09-17 as <br />138 presented. Council Member Maher seconded the motion. Motion carried; Yeas, 5; Nays none <br />139 Council Member Kusterman moved to approve Resolution No. 17-101 as presented. Council <br />140 Member Manthey seconded the motion. Motion carried on a voice vote. <br />141 6B) Consider Resolution No. 17-109, Authorizing Update of Pavement Management Plan - <br />142 Community Development Director Grochala noted the city's original development of a pavement <br />143 management plan in 2004 intended to rate conditions and guide maintenance of the city's roadways. <br />144 Staff is requesting authorization to have the city's plan updated as it is normally done every and also <br />145 provide a more engaged update to the plan, including utilizing a new computerized rating system. <br />146 Council Member Rafferty received information on the annual update of the plan; this would be more <br />147 indepth. <br />148 Mayor Reinert noted the concept behind having a plan driving the city's road maintenance efforts and <br />149 funding. <br />150 Council Member Kusterman remarked that a lot can change in four years so he comprehends that a plan <br />151 done that many years ago needs review. Community Development Director Grochala explained that the <br />152 scheduled update is appropriate because it will provide a relook for the purpose of planning annual <br />153 sealcoat and overlay projects, larger street reconstruction projects, and this would also update the <br />154 software. <br />155 Council Member Kusterman moved to approve Resolution No. 17-109 as presented. Council Member <br />156 Manthey seconded the motion. Motion carried on a voice vote. <br />157 6C) Consider Resolution No. 17410, Authorizing the Request for Quotes for the Birch Street <br />158 Trail Replacement, and the Century Farms Trail —City Engineer Hankee reviewed her written report <br />159 that outlines the staff recommendation to request quotes for trail replacement and development. She <br />160 reviewed the anticipated costs and funding sources available within the current budget. <br />161 Council Member Kusterman noted that the Birch Park trail can collect water after rain; he wonders if that <br />162 can be improved. Ms. Hanlcee said the trail will be raised two to three inches and that should be helpful. <br />163 However, with a heavy rain, a complete water remediation would be necessary and would involve <br />164 addition of drainage facilities. Ms. Hankee added that staff will continue to look for the best plan for the <br />165 trail without moving water where it could a problem. <br />166 Council Member Rafferty moved to approve Resolution No. 17-109 as presented. Council Member <br />167 Maher seconded the motion. Motion carried on a voice vote. <br />
