CITY COUNCIL WORK SESSION <br />September 25, 2017 <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE September 25, 2017 <br />5 TIME STARTED 69.00 p.m. <br />6 TIME ENDED 6:25 p.m. <br />7 MEMBERS PRESENT Council Member Rafferty, Kusterman, <br />8 Maher, Manthey and Mayor Reinert <br />9 MEMBERS ABSENT None <br />10 <br />11 Staff members present: City Administrator Jeff Karlson; Public Safety Director John <br />12 Swenson; Community Development Director Grochala; Finance Director Sarah Cotton; <br />13 City Planner Katie Larsen; City Engineer Diane Hankee; City Clerk Julie Bartell. <br />14 <br />15 1. LMCTI Auto Coverage — Finance Director Cotton noted that the council had <br />16 requested additional information on the city's insurance claims (to the League of <br />17 Minnesota Cities) for hail damage to city vehicles. Ms. Cotton first explained that the <br />18 insurance deductible of $1,000 is charged per event so the city will pay that just once for <br />19 the multiple vehicles damaged. She further explained that that the city does pay for <br />20 repairs and receive a reimbursement; the mayor thought that was unusual but <br />21 acknowledged that was the system being used. The cost is in the area of $120,000. <br />22 Mayor Reinert remarked that claims from a private sector source, especially in that <br />23 amount, wouldn't be anticipated up front but, with government funds, there seems to be <br />24 more expectation. He isn't suggesting anything inappropriate but was mainly looking for <br />25 education on the topic. <br />26 <br />27 2. Review Regular Council Agenda of September 25, 2017 — <br />28 <br />29 Items 2A — 2G — Finance Director Cotton reviewed the resolutions: adopting the <br />30 preliminary budget, setting the hearing and cancelling various debt service levies that are <br />31 allowed but not needed because there are adequate resources. <br />32 <br />33 Mayor Reinert noted that he's still anticipating a discussion on a parks and trails <br />34 management plan. <br />35 <br />36 Item 3A — 2°1 Reading and Adoption of Ordinance No. 0947, Amending the Lino <br />37 Lakes Code of Ordinances (lawful gambling tax and reporting) — City Clerk Bartell <br />38 further explained the staff recommendation to amend the City Code so that lawful <br />39 gambling organizations in the city no longer must pay a tax to the city on their profits and <br />40 to institute a change to reporting requirements. Council Member Rafferty questioned if <br />41 the city intends to institute an investigation fee instead and Ms. Bartell explained that a <br />42 fee will be proposed to begin in 2018 and that fee would represent the cities costs in <br />43 enforcing lawful gambling regulations. <br />44 <br />45 The meeting was adjourned at 6:25 p.m. <br />1 <br />
