Consider 2"d Reading of Ordinance No. 10-10,Regulating Discharges into the Storm <br /> 140 Sewer System of the City of Lino Lakes—Environmental Coordinator Asleson reported that <br /> 141 this ordinance that establishes regulations relative to illicit discharges and that is required under <br /> 142 the city's permit allowing the discharge of water into lakes, rivers and wetlands, is being <br /> 143 presented for second reading and adoption. <br /> 144 <br /> 145 Council Member O'Donnell moved to waive full reading of the ordinance. Council Member <br /> 146 Roeser seconded the motion. Motion adopted on a unanimous voice vote. <br /> 147 <br /> 148 Council Member Gallup moved to approve the second reading and adoption of Ordinance No. <br /> 149 10-10 as presented. Motion adopted on a unanimous voice <br /> 57 vote. <br /> 158 <br /> 159 6C) Consider Resolution No. 10-77,Extending Development Stage Pg Plan/Preliminary <br /> 160 Plat and Conditional Use Permits,Main Street Village - City Planner Smyser explained that <br /> 161 staff is presenting a resolution that would allow an extension to the time allowed for the <br /> 162 developers of the Main Street Village project to submit a final plat for their project. The delay is <br /> 163 due to the widespread slowdown in development activities. <br /> 164 <br /> 165 Council Member Gallup moved to approve Resolution No. 10-77 as presented. Council Member <br /> 166 Roeser seconded the motion. Motion adopted on a unanimous voice vote. <br /> 167 <br /> 168 6D) Consider Resolution No. 10-73, Electing to Continue Participating in the Local <br /> 169 Housing Incentives Account Program Under the Metropolitan Livable Communities Act, <br /> 170 Years 2011 -2020—City Planner Smyser explained that that city has participated in this program <br /> 171 since 1995 and has benefited from receipt of four grants during that period. The resolution <br /> 172 before the council would continue the city's ability to participate in the program. This <br /> 173 participation includes the establishment of new housing goals that are more simplified than in the <br /> 174 past and which have been reviewed by the council. The tax increment financing payments that <br /> 175 the city is paying for the 35W interchange project further qualifies the city's participation. <br /> 176 <br /> 4 <br />
