COUNCIL MINUTES October 25,2010 <br /> APPROVED <br /> 91 PUBLIC SAFETY DEPARTMENT REPORT, KENT STREGE <br /> 92 <br /> 93 There was no report from the Public Safety Department. <br /> 94 <br /> 95 PUBLIC SERVICES DEPARTMENT REPORT,RICK DEGARDNER <br /> 96 <br /> 97 There was no report from the Public Services Department. <br /> 98 <br /> 99 COMMUNITY DEVELOPMENT DEPARTMENT REPORT,MICHAEL GROCHALA <br /> 100 <br /> 101 6A) Public Hearing—Resolution No. 10-97,Adopting Reassessments, Pine Street Paving <br /> 102 Improvements—City Engineer Studenski explained that the property owners on Pine Street <br /> 103 requested roadway improvements (between Lake Drive and 4th Av), a shared street with the City of <br /> 104 Columbus, and those improvements have been completed. The cost of the project is lower than the <br /> 105 estimate on which the presumed assessments were based so the amount of the assessment will be <br /> 106 lower and a public hearing on that amount should be conducted. <br /> 107 <br /> 108 Mayor Reinert opened the public hearing. <br /> 109 <br /> 110 There was no one present wishing to speak. The public hearing was closed by unanimous consent at <br /> I I 1 6:40 p.m. <br /> 112 <br /> '13 Engineer Studenski added that staff has received no written comments. <br /> \►mil l 4 <br /> 115 Council Member Roeser moved to approve Resolution No. 10-97 as presented. Council Member <br /> 116 O'Donnell seconded the motion. Motion carried on a unanimous voice vote. <br /> 117 <br /> 118 6B) Resolution No. 10-93,Approval of Five-Year Update of I-35E Corridor Alternative Urban <br /> 119 Areawide Review (AUAR)—City Planner Smyser explained that the city adopted an AUAR for a <br /> 120 study area of 4660 acres within the city; having an AUAR in place allows development within the <br /> 121 designated area without additional environmental review. For the city to maintain the validity of the <br /> 122 AUAR, it must be updated every five years. Mr. Smyser reviewed staff's prepared update and <br /> 123 explained the elements included in it. There has been little development proposed within the subject <br /> 124 area within the last five years. He clarifid that the update doesn't include mention of projects that <br /> 125 have just been preliminarily discussed, including a race track. <br /> 126 <br /> 127 Mayor Reinert commented on the unique nature of the Resource Management Plan that is <br /> 128 incorporated; the AUAR itself is a positive resource for the city. <br /> 129 <br /> 130 Council Member O'Donnell moved to approve Resolution No. 10-93 as presented. Council Member <br /> 131 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br /> 132 <br /> 133 6C) Resolution No. 10-95,Approval of 2011 Foxborough Work Plan—Environmental <br /> 134 Coordinator Asleson reported that Foxborough was developed as a conservation development. Each <br /> 35 year a plan is established for restoration and management of the conservation area, to be funded by <br /> 3 <br />
