COUNCIL MINUTES December 6, 2010 <br /> APPROVED <br /> CITY OF LINO LAKES <br /> 2 SPECIAL CITY COUNCIL MEETING <br /> 3 MINUTES <br /> 4 <br /> 5 <br /> 6 DATE : December 6, 2010 <br /> 7 TIME STARTED : 5:30 p.m. <br /> 8 TIME ENDED : 5:35 p.m. <br /> 9 MEMBERS PRESENT : Councilmember Gallup, O'Donnell, Reinert, <br /> 10 Roeser, and Mayor Bergeson <br /> 11 MEMBERS ABSENT : none <br /> 12 <br /> 13 Staff members present: City Administrator Jeff Karlson; City Attorney Joseph Langel; <br /> 14 Administration Director Dan Tesch; Community Development Director Michael Grochala; Chief of <br /> 15 Police Kent Strege; and City Clerk Julie Bartell <br /> 16 <br /> 17 SETTING THE AGENDA <br /> 18 <br /> 19 There were no changes to the agenda as presented. <br /> 20 <br /> 21 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br /> 22 <br /> 23 1. Tentative Agreement with AFSCME,Local 2454—City Administrator Karlson reported that <br /> 24 negotiations with city employees Local 2454 have resulted in a tentative one-year agreement. The <br /> 25 agreement includes no wage increase and changes to health insurance. <br /> 26 <br /> 27 A council member expressed some disappointment that the cash option remains in the health <br /> 28 insurance program; while the amounts have been reduced, the practice of paying for an opt-out isn't <br /> 29 common in private business. <br /> 30 <br /> 31 Council Member O'Donnell moved to approve the agreement as presented. Council Member Roeser <br /> 32 seconded the motion. Motion carried on a unanimous voice vote. <br /> 33 <br /> 34 PUBLIC SAFETY DEPARTMENT REPORT,KENT STREGE <br /> 35 <br /> 36 2. Dangerous Dog Disposition Agreement—Police Chief Strege explained that while a proposed <br /> 37 agreement has been developed, more discussion is occurring on the dangerous dog situation, <br /> 38 including discussion with the dog owner's attorney. <br /> 39 <br /> 40 The item was removed from the agenda. <br /> 41 <br /> 42 UNFINISHED BUSINESS <br /> 43 <br /> 44 There was no Unfinished Business. <br /> L,45 <br /> 1 <br />
