APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 CITY COUNCIL SPECIAL WORK SESSION <br /> 4 DRAFT 2030 COMPREHENSIVE PLAN REVIEW <br /> 5 <br /> 6 <br /> 7 DATE : January 12, 2009 <br /> 8 TIME STARTED : 7:05 p.m. <br /> 9 TIME ENDED : 7:45 p.m. <br /> 10 MEMBERS PRESENT : Councilmember Gallup, O'Donnell, <br /> 11 Stoltz,Reinert and Mayor Bergeson <br /> 12 MEMBERS ABSENT : None <br /> 13 <br /> 14 <br /> 15 Staff members present: Community Development Director, Michael Grochala; City <br /> 16 Administrator, Gordon Heitke. <br /> 17 <br /> 18 Mayor Bergeson noted that the purpose of this special meeting is to continue review of <br /> 19 the Draft 2030 Comprehensive Plan (the Plan). He also noted that Community <br /> 20 Development Director Grochala was directed to meet with the Metropolitan Council and <br /> 21 put some numbers together for the council to review. The council would like to see <br /> 22 where there are differences and how far they run. <br /> 23 Community Development Director Grochala reported that staff did meet with the <br /> 24 Metropolitan Council staff the previous week. Regarding density, three units an acre is <br /> 25 not negotiable (they would like to see it even higher but will not go down on the number) <br /> 26 so staff is working on how those numbers can be calculated appropriately; they are not <br /> 27 including in calculations some areas that are to remain unsewered. The end result of all <br /> 28 the calculations will be meeting the requirement (3.0)but there will be some recalculation <br /> 29 and rebuilding of equations involved. Staff is attempting to have maps indicating that <br /> 30 level available for the upcoming joint meeting with the Comprehensive Plan Advisory <br /> 31 Panel scheduled for January 21, 2009. Regarding the use of a density bonus element, <br /> 32 staff still intends to incorporate something into the ordinances. There is a list of elements <br /> 33 that would be included such as more open space or green building but the city should <br /> 34 attempt o keep as many things in the toolbox as an ordinance is put together. <br /> 35 Responding to a question about pace, staff pointed to the five year phasing plan that <br /> 36 includes a thorough review. Much control lies in phasing. <br /> 37 Staff will continue to update the Plan according to council direction. Community <br /> 38 Development Grochala noted that comments are coming in from other jurisdictions that <br /> 39 have reviewed the Plan. There have been some requests for changes in the Plan received <br /> 40 (individual property owners, etc) and staff intends to present those to the council. A <br /> 41 council member suggested that there should be a public hearing at the end of the review <br /> 42 process since the Plan has changed. <br />
