First reading of Ordinance No. 03-09, amending the 2009 Fee Schedule to: <br /> 50 1) Increase the fee for a burning permit; and 2) Provide for pro rata fee for <br /> 51 rental licensing,Julie Bartell <br /> 52 <br /> 53 City Clerk Bartell reported that the City annually adopts a consolidated fee schedule and <br /> 54 occasionally it is necessary to update the schedule during the year. At this time, staff is <br /> 55 recommending two changes in fees: a) Regarding burning permits, the Centennial Fire District <br /> 56 issues opening burning permits in accordance with the state fire code. An increase from $30 to <br /> 57 $50 would bring this fee in line with the fee charged by the other two cities in the fire district; b) <br /> 58 regarding rental licensing, the city instituted a rental housing licensing program in 2007. The <br /> 59 annual license fee was set at $50. Staff would like to reduce that fee by 50% for licenses issued <br /> 60 for less than six months. City fees must be changed by ordinance. Staff is recommending <br /> 61 approval of the first reading of Ordinance No. 03-09 making the adjustments. <br /> 62 <br /> 63 Council Member O'Donnell moved to dispense with full reading of the ordinance. Council <br /> 64 Member Reinert seconded the motion. Motion carried on a voice vote. <br /> 65 <br /> 66 Council Member Reinert moved to approve the first reading of Ordinance No. 03-09 <br /> 67 as presented. Council Member O'Donnell seconded the motion. A roll call vote was taken. <br /> 68 Motion carried as follows: Yeas, 5; Nays none. <br /> ' -69 <br /> 70 3B. Resolution No. 09-19, Opposing expansion of the Anoka County-Blaine Airport, <br /> 71 Dan Tesch <br /> 72 <br /> 73 Administration Director Tesch reported that the issue of a possible airport expansion at the <br /> 74 Anoka County-Blaine Airport was discussed at the March 2 city council work session. The <br /> 75 council instructed staff to prepare a resolution opposing any possible expansion of the airport. <br /> 76 Resolution No. 09-19 is before the council. <br /> 77 <br /> 78 Council Member O'Donnell moved to approve the resolution opposing expansion of any runway <br /> 79 beyond the current 5,000 feet. Council Member Reinert seconded the motion. It was clarified <br /> 80 that the fourth whereas clause should read as follows: <br /> 81 <br /> 82 "Whereas, expansion of a runway to 6,000 feet would necessitate changes in state law; <br /> 83 and" <br /> 84 <br /> 85 In line with that change, the resolving clause would also be amended to remove the reference to <br /> 86 "the east-west" runway only. <br /> 87 <br /> 88 The mayor indicated that he would be voting against the resolution and asked to present his <br /> 89 reasons. According to the Metropolitan Airports Commission (MAC) there is no current <br /> 90 proposal to make any changes at that airport. The council would be expressing an opinion on an <br /> 2 <br />
