BOARD OF REVIEW MINUTES APRIL 13, 2009 <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 BOARD OF REVIEW <br /> 4 <br /> 5 DATE : April 13, 2009 <br /> 6 TIME STARTED : 6:04 p.m. <br /> 7 TIME ENDED : 6:53 p.m. <br /> 8 MEMBERS PRESENT : Councilmember O'Donnell, Reinert, <br /> 9 Stoltz, Gallup and Mayor Bergeson <br /> 10 MEMBERS ABSENT : None <br /> 11 <br /> 12 Staff members present: City Finance Officer, Al Rolek; Director of Public Safety, Dave Pecchia; and <br /> 13 City Clerk, Julie Bartell <br /> 14 <br /> 15 Mayor Bergeson explained that the Local Board of Appeal and Equalization of the City of Lino Lakes <br /> 16 meets for the purpose of reviewing and correcting the assessment of the city for the year 2009, <br /> 17 payable in 2010. All persons considering themselves aggrieved by said assessment or who wish to <br /> 18 complain that the property of another is assessed too low were given the opportunity to address the <br /> 19 Board. The Mayor reminded those present that only appeals for the current year valuation or <br /> 20 classification could be made. Discussion of the Board is limited to valuations only, not taxes. <br /> 21 <br /> 22 Linda Weiner, Anoka County Assessor's Office,presented the Board with the Anoka County, 2009 <br /> 23 Board of Appeal and Equalization, County Assessor's Report document and presented a brief <br /> 24 overview of the property tax process and a recap of current assessments. <br /> 25 <br /> 26 The following individuals addressed the Board: <br /> 27 <br /> 28 Richard McNamara, owner of four industrial properties on Apollo Drive. His buildings will be at <br /> 29 80%vacancy within 60 days. He is having great difficulty renting the properties. He feels his <br /> 30 valuation is too high and would like the opportunity to work with Anoka County on the matter. The <br /> 31 council concurred that Mr. McNamara will work with the county on valuation issues. <br /> 32 <br /> 33 Jeff Joyer, 8174 Lake Drive. He owns eight properties in Lino Lakes including three vacant parcels. <br /> 34 He has spoken with the assessors and plans to work with them on a review of the valuations. In <br /> 35 particular, a parcel of 105 acres near old city hall is obviously overvalued since it has limited <br /> 36 accessibility and will be designated urban reserve thereby limiting future use to agriculture. Ms. <br /> 37 Weiner will meet with Mr. Joyer to discuss his concerns <br /> 38 <br /> 39 Ms. Weiner announced that communication was received from the following property owners (she <br /> 40 will be contacting them as appropriate): <br /> 41 - Jason Hier; Kee Van Sin; Mark Gobrand; and Todd Alband. <br /> 42 Council Member Reinert moved to accept said communications to the record, thereby allowing those <br /> 43 individuals to proceed in the appeal process.
