CITY COUNCIL WORK SESSION July 6, 2009 <br /> APPROVED <br /> 44 The council concurred that they would consider authorization for the feasibility study at <br /> 45 the upcoming council meeting. They would like to see the cost of a study up to 4th <br /> 46 Avenue and for the entire length of Pine Street. <br /> 47 Review Regular Agenda—The council reviewed the following items: <br /> 48 Item 3Ai and 3Aii,relating to the 2009 Blue Heron Days festival,were explained by <br /> 49 Economic Development Coordinator Divine. In the past, the Blue Heron Days <br /> 50 community festival carried insurance by the area Jaycees, however, last year they were <br /> 51 not available. The city worked with the League of Minnesota Cities on determining <br /> 52 coverage under the city's current liability insurance. Ms. Divine explained that staff is <br /> 53 requesting that the council once again recognize liability coverage for the festival events <br /> 54 identified in her letter. She noted that some of the events included in the festival will be <br /> 55 carrying their own insurance. In a related item (3Aii), the council is requested to <br /> 56 authorize the use of certain city-owned property for festival activities and, as they have <br /> 57 done in the past, to waive charges for certain permit fees and public services required for <br /> 58 the festival. <br /> 59 Item 3Aiii, Item 3B and Item 3C were reviewed by City Clerk Bartell. Those items relate <br /> 60 to issuance of special event permits for the Blue Heron Days festival, American Legion <br /> 61 picnic and Miller's on Main Tent event. The council confirmed that the Miller's event <br /> 62 will not require a variance on the set-back for the tent this year. The council discussed <br /> 63 the issue of noise from the Miller's event and was informed that the sound was monitored <br /> 64 last year and was not found to exceed allowable noise levels. Based on that information <br /> 65 and that there were few complaints received about the 2008 event, the council did not <br /> 66 request noise monitoring for this year's event. <br /> 67 Charter Commission Audit. The mayor noted that the council has not dealt with the <br /> 68 matter of the results of the audit. There were three areas pointed out by the council when <br /> 69 the audit was reviewed; staff was directed to report back and provide recommendations if <br /> 70 possible in those areas. <br /> 71 City Administrator Position. The council recognized that the interview process was <br /> 72 nearing (July) and pondered the possibility of delaying or slowing that down until after <br /> 73 the 2010 budget is reviewed.
