COUNCIL MINUTES September 14, 2009 <br /> APPROVED <br /> ` 1 At the request of the council, City Attorney Langel confirmed that, based on the information <br /> '--92 presented, this would be an acceptable expense under state statute. He suggested that it would be <br /> 93 good to get an assurance from the commission that the 2009 budgeted funds that have already <br /> 94 been expended by the commission were also in that acceptable area. <br /> 95 <br /> 96 A council member recommended that the future discussions on the charter budget include a clear <br /> 97 process on identifying acceptable expenses before they are incurred or are paid. <br /> 98 <br /> 99 Charter Commissioner Storberg, 6978 Lake Drive, noted that the commission incurred some of <br /> 100 their expenses due to the audit that was initiated by the city. She asked if there is a precedent on <br /> 101 paying that type of expense. <br /> 102 <br /> 103 City Attorney Langel responded that he does not believe that the statute allows the city to pay for <br /> 104 that type of expense (responding to an audit). <br /> 105 <br /> 106 Council Member Reinert moved to amend the 2009 budget to provide for payment of$107.30 to <br /> 107 Charter Commissioner Attorney Karen Marty. Council Member Gallup seconded the motion. <br /> 108 Motion carried. <br /> 109 <br /> 110 3B. Resolution No. 09-65, Approving an Off-Sale Liquor and Tobacco License for C's <br /> 111 J & K Liquors at 6013 Hodgson Road (transfer of ownership)—City Clerk Bartell reported <br /> 112 that the city has been informed that there is a change in ownership of J & K Liquors, an off-sale <br /> ' 13 liquor store located at 6013 Hodgson Road. An application has been submitted by Mr. Sisouk <br /> 14 Vang for an off-sale liquor and tobacco license for this store. The application process is <br /> 115 complete, the related fees have been paid and insurance information has been provided to the <br /> 116 City as required. In accordance with the Lino Lakes Code of Ordinances, this application <br /> 117 requires approval by the City Council. The ordinance does require that opportunity be given to <br /> 118 any person wishing to be heard for or against the granting of the license. <br /> 119 <br /> 120 Council Member O'Donnell moved to approve Resolution No. 09-65 as presented. Council <br /> 121 Member Gallup seconded the motion. Motion carried. <br /> 122 <br /> 123 3C. Discussion regarding a Representative from Lino Lakes on the Anoka County- <br /> 124 Blaine Airport Advisory Commission —Acting Administrator Tesch reported that the advisory <br /> 125 commission has amended their by-laws so that a representative of the Lino Lakes community can <br /> 126 sit on the commission. The representative could be either an elected official or city staff. <br /> 127 <br /> 128 The council requested that the item be placed on the October work session agenda. They would <br /> 129 like to know also if a citizen representative is possible. <br /> 130 <br /> 131 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br /> 132 <br /> 133 4A. Resolution No. 09-64, Approving the Centennial School District Contract for Youth <br /> 134 Resource Officer—Public Safety Director Pecchia presented the on-going contract(with <br /> 135 numbers updated for the coming year). <br /> 3 <br />
