CITY COUNCIL WORK SESSION November 23,2009 <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : November 23, 2009 <br /> 5 TIME STARTED : 5:30 p.m. <br /> 6 TIME ENDED : 6:15 p.m. <br /> 7 MEMBERS PRESENT : Council members Gallup, Reinert, <br /> 8 O'Donnell, and Mayor Bergeson <br /> 9 (Council Member Elect Roeser) <br /> 10 MEMBERS ABSENT : none <br /> 11 <br /> 12 <br /> 13 Staff members present: Acting City Administrator Dan Tesch; Director of Public Safety <br /> 14 David Pecchia; City Engineer Jim Studenski; Economic Development Coordinator Mary <br /> 15 Alice Divine; City Planner Paul Bengtson; Director of Finance Al Rolek; City Clerk Julie <br /> 16 Bartell. <br /> 17 <br /> 18 The Mayor announced that he received a notification that the city's current representative <br /> 19 on the Centennial Utilities Commission, Mr. Robin Doege, is resigning his assignment <br /> 20 due to a change in residence. <br /> 21 <br /> 22 2011 BUDGET UPDATE—The council had received a written report from Finance <br /> 23 Officer Rolek that included the proposed budget for 2010 as well as a report on factors <br /> 24 for consideration in balancing the 2010 budget. Mr. Rolek reminded the council that the <br /> 25 city's 2010 budget must be approved and certified by December 28. With that schedule <br /> 26 in mind, staff has scheduled presentation of the final budget for adoption at the December <br /> 27 14, 2009 city council meeting. That final budget consideration includes adopting the <br /> 28 operating budget, the final levy, the water and sewer fund operating budget and the <br /> 29 recreation fund budget. When asked if the city's budget includes any federal stimulus <br /> 30 funding, Mr. Rolek noted only some stimulus funds included in the I35E/CSAH 14 <br /> 31 Interchange Improvement Project(an Anoka County project with city participation). On <br /> 32 the question of employee furloughs, all the unions have not yet signed off on a two-week <br /> 33 furlough for their members but discussion remains open with all. A council member <br /> 34 expressed continued interest in finding some type of council salary reduction that will be <br /> 35 meaningful and the council directed the finance officer to report on reduction options in <br /> 36 that area at the next budget discussion; the city attorney may need to opine on the current <br /> 37 council's ability to impact the incoming council's salary. Council Member Elect Roeser <br /> 38 noted that he is open to a change. <br /> 39 <br /> 40 A special work session was scheduled for November 30, 2009, at 6:00 p.m. to continue <br /> 41 discussion of the 2010 budget. <br /> 42 <br /> 43 REVIEW REGULAR AGENDA ITEMS <br /> 44 <br /> 45 There were no changes to the regular agenda. <br /> 46 <br /> 1 <br />
