WS — Item 7 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 7 <br />Date: November 6, 2017 <br />To: City Council <br />From: Rick DeGardner, Public Services Director <br />Re: Proposal to Replace ACU's and Controllers at Civic Complex <br />Background <br />City staff recommends replacing the remaining two original air conditioning units for the <br />Civic Complex (The other two units were replaced in 2016). Both air conditioning units <br />are experiencing random failures and the stage one compressors are starting to fail. <br />These units are approaching the average life expectancy of twenty years as tracked by <br />industry standards of the American Society of Heating and Air Conditioning Engineers <br />(ASHRAE). Also, the Montreal Protocol on Substances that Deplete the Ozone Layer <br />calls for the phasing out of R22 refrigerant. No new or imported R-22 will be allowed in <br />the United States on or after January 1, 2020. The attached memo, "Summary of <br />conditions of City Hall campus air conditioning units" provides additional information. <br />Total estimated project cost is $90,000. If authorized, staff will purchase the air <br />conditioning units directly from the manufacturer through a competitive bidding process. <br />This saves us from incurring sales tax charges. The installation work will be performed <br />by NAC. <br />Also, staff recommends replacing the controllers and control valves throughout the entire <br />Civic Complex. Johnson Controls has discontinued the manufacture and support of these <br />controllers. The pneumatic building heating valve controls have been obsolete for some <br />time and should be converted to electric. The accompanying memo "Lino Lalces <br />Automation Integration and Upgrade" provides more details. Staff is recommending this <br />upgrade be completed in 2018-2019. <br />Tim Hillesheim, Utilities Supervisor and Dave Carlson from NAC will attend Monday's <br />work session to provide more detailed information and answer any questions. <br />Requested Council Direction <br />Direct staff to proceed with above improvements <br />Attachments <br />• Summary of conditions of City Hall campus air conditioning units memo, dated <br />October 12, 2017 <br />• Lino Lakes Automation Integration and Upgrade memo, dated August 22, 2017 <br />
