CITY OF LINO LAKES RESOLUTION NO. 17-127 APPROVING NORTHEAST LINO LAKES COMPREHENSIVE STORMWATER MANAGEMENT PLAN WHEREAS, the City Council accepted the Feasibility Study related to the Northeast Lino Lakes Drainage Study on June 6, 2016. The study identified the need to develop a Comprehensive Stormwater Management Plan (CSMP) to convey surface water from land lying north of Main Street between the City of Hugo and Peltier Lake consisting of approximately 1,350 acres; and WHEREAS, a CSMP is allowed under Rice Creek Watershed District (RCWD) Rule C.5f, as an alternative to meet the requirements of Rule C.6 for water quality treatment and Rule C.7 for peak stormwater runoff control; and WHEREAS, the CSMP identifies RCWD permit approvals for future development in the northeast Lino Lakes drainage improvement area. It provides landowners options for managing stormwater runoff in the future, and provides a context for distributing future regional treatment benefits and requirements amongst future developments with uniform permitting; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes that the Northeast Lino Lakes Comprehensive Stormwater Management Plan be approved to provide management for surface water within the designated improvement area. BE IT FURTHER RESOLVED that staff is hereby authorized to submit the CSMP to the Rice Creek Watershed District for review and approval. Adopted by the Council of the City of Lino Lakes this 13th day of November, 2017.
