CITY OF LINO LAKES <br />RESOLUTION NO. 17-135 <br />AUTHORIZING PREPARATION OF REPORT ON IMPROVEMENTS (AMENDING <br />MAY 8, 2017 FEASIBILITY REPORT) WEST SHADOW LAKE DRIVE AREA STREET <br />AND UTILITY PROJECT <br />WHEREAS, pursuant to Resolution 17-42 the City Council accepted the feasibility report for <br />the West Shadow Lake and LaMotte Neighborhood Street Reconstruction Project prepared by <br />WSB & Associates, dated May 8, 2017, and <br />WHEREAS, The City is proposing to reconstruct West Shadow Lake Drive (north of Birch <br />Street), Sandpiper Drive, and Shadow Court and construct associated stormwater improvements <br />in accordance with the 5 -year Street Reconstruction Plan adopted June 12, 2017, Resolution 17- <br />54, and <br />WHEREAS, the City Council finds it is in the best interest of the City to consider the extension <br />of sanitary sewer and water utilities along West Shadow Lake Drive (north of Birch Street), <br />Sandpiper Drive, and Shadow Court in conjunction with said street improvements, and to assess <br />the benefited property for all or a portion of the cost of the utility extension, pursuant to <br />Minnesota Statutes, Chapter 429 and the City Charter, and <br />WHEREAS, the number of benefitted property owners is estimated at 74 and will be determined <br />as part of the report. <br />NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Lino Lakes: <br />City Council directs staff to amend the feasibility report dated May 8, 2017 to include the <br />number of benefitted property owners and all necessary project costs in both unit price and in <br />total for all components of the project including, but not limited to, the extension of sanitary <br />sewer and water utilities. <br />That the proposed improvement be referred to WSB and Associates, Inc., for study and that they are <br />instructed to report to the council with all convenient speed advising the council in a preliminary way <br />as to whether the proposed improvement is necessary, cost-effective, and feasible; whether it should <br />best be made as proposed or in connection with some other improvement; the estimated cost of the <br />improvement as recommended; and a description of the methodology used to calculate individual <br />assessments for affected parcels. <br />Adopted by the Council of the City of Lino Lakes this 27th day of November, 2017. <br />The motion for the adoption of the foregoing resolution was introduced by Council Member <br />Kusterman and was duly seconded by Council Member Rafferty and upon <br />vote being taken thereon, the following voted in favor thereof: <br />Kusterman, Rafferty, Maher, Manthey, Reinert <br />The following voted against same: <br />none <br />
