Mr. Trehus said the water can't be moved from one side to the other but he <br />226 wonders where that regulation exists. Ms. Hankee said there are resource of concern <br />227 considerations— you cannot shift drainage areas. Mr. Grochala further explained the <br />228 process. Mr. Trehus suggested that the city shouldn't proceed now with predetermined <br />229 ideas about the project when there is still time to get answers through the report process. <br />230 Mayor Reinert suggested that, based on what staff knows now on the stormwater <br />231 management situation, the full desire of the residents will not be able to be met. He <br />232 confirmed that in January staff will be 60-70% sure of where this needs to go; between <br />233 now and January, Mr. Trehus was directed to work with staff on any questions. Mr. <br />234 Trehus explained his concerns, including past allowance to people to fill their ditches and <br />235 punishment now for those who didn't. Mayor Reinert asked why the west and not east? <br />236 Ms. Hankee explained that it gets back to the inability to move water to a different place. <br />237 <br />238 8. Zoning Interpretation -City Planner Larsen reviewed the written staff report. She <br />239 explained the situation at hand that involves a home that burned down. The council is <br />240 being asked how that language impacts a current situation. Mayor Reinert asked if it's <br />241 the same owner from the date of the regulation and staff said no. Staff clarified that sale <br />242 of the house wouldn't have changed the allowance — it burned down. <br />243 <br />244 The council concurred that the split should be allowed. The Planning and Zoning Board <br />245 made that same recommendation. <br />246 <br />247 9. 49/J Update — Morris Property NW Quadrant — Community Development Director <br />248 Grochala brought up a map for review. The site in question was reviewed (17 acres), and <br />249 it is zoned General Business. He discussed how the property has been guided. Council <br />250 Member Manthey asked about the zoning across the highway — it is mixed use, the whole <br />251 area. What they are proposing is single level townhomes, senior living and a market rate <br />252 apartment structure. The plans are very conceptual. Generically it would meet density <br />253 requirements. It does make a connection to the south as is called for by the city. He <br />254 discussed utility plans for the area which will have a lot to do with a project moving <br />255 forward. He discussed traffic implications and needs. The mayor recalled discussions <br />256 about height in the past so Director Grochala explained the preliminary height <br />257 implications. <br />258 <br />259 The report was informational for the council and additional information wouldn't be seen <br />260 by the council until at least March 2018. <br />261 <br />262 10. Advisory Board Appointments — Administrator Karlson reviewed the written report <br />263 indicating the board opening and corresponding applicants. There's been a good <br />264 response to advertising the openings. He is requesting direction on how the council <br />265 would like to move on the process. <br />266 <br />267 With so many applicants, the mayor suggests the council may want to meet them all. <br />268 Director Grochala asked that the Planning and Zoning Board applicants be interviewed <br />269 first. <br />0 <br />
