COUNCIL MINUTES <br />December 11, 2017 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 <br />5 DATE December 11, 2017 <br />6 TIME STARTED 6:30 p.m. <br />7 TIME ENDED 8:30 p.m. <br />8 MEMBERS PRESENT Council Member Rafferty, Kusterman, Maher, <br />9 Manthey, and Mayor Reinert <br />1 o MEMBERS ABSENT <br />11 <br />12 Staff members present: City Administrator Jeff Karlson; Community Development Director Michael <br />13 Grochala; Director of Public Safety John Swenson; Finance Director Sarah Cotton; Public Services <br />14 Director Rick DeGardner; City Planner Katie Larsen; City Engineer Diane Hankee; and City Clerk <br />15 Julie Bartell <br />16 <br />17 PUBLIC COMMENT <br />18 <br />19 Mike Stanecki, 6977 Glenview Lane, expressed concern about his taxation notice. The percentage <br />20 presented is higher than he heard announced for the city. He also noted a concern about snow <br />21 plowing on Glenview. <br />22 <br />23 Mayor Reinert remarked that Mr. Stanecki's concern may be a result of increased value on his <br />24 property and he explained that the city has authority to change the valuation of property within the <br />25 city if it is found to be wrong; those values are originally set by the county assessor. He's <br />26 experienced that action during his time on the council. <br />27 <br />28 Finance Director Cotton explained that the Truth in Taxation hearing this evening will shed light on <br />29 the city's budget and that information should be helpful to Mr. Stanecki. Also she is willing to meet <br />30 with Mr. Stanecki personally to go over his statement. <br />31 <br />32 Mayor Reinert asked Administrator Karlson to follow up on the plowing concern. <br />33 <br />34 SETTING THE AGENDA <br />35 <br />36 The agenda was approved as presented. <br />37 <br />38 CONSENT AGENDA <br />39 <br />40 Council Member Rafferty moved to approve Consent Agenda Items 1 A through 1 J, except Item 1 C. <br />41 Council Member Maher seconded the motion. Motion carried on a voice vote. <br />42 <br />43 Council Member Manthey moved to approve Consent Agenda Item 1 C as presented. Council <br />44 Member Kusterman seconded the motion. Motion carried on a voice vote. Council Member Rafferty <br />45 abstained. <br />1 <br />
