CITY COUNCIL WORK SESSION November 6, 2017 <br />DRAFT <br /> 2 <br /> 46 <br />Tim Collins (7784 Arabian Circle) addressed the council and noted 25-30 other people 47 <br />from the airpark. He suggested that the mayor’s comments are correct in that the airpark 48 <br />can be something of a square peg in a round hole. He feels that staff has worked hard to 49 <br />make things work and Mr. Grochala has outlined the issues well. 50 <br /> 51 <br />Tom Schmauzer, President of the airpark board, reviewed some history of how the 52 <br />airpark development came to be whereby people interested in an airpark worked directly 53 <br />with developer Gary Uhde. They admittedly struggled with a lot of different design 54 <br />options, with an ultimate decision to word requirements to be somewhat vague but meet 55 <br />city essentials with the idea that when homeowners arrived they could have more input on 56 <br />access to their hangars. The issues have evolved. 57 <br /> 58 <br />The council discussed the situation of shared access and Mr. Grochala said that city 59 <br />regulations do include provisions for it but it can be situational. 60 <br /> 61 <br />The mayor mentioned that the city needs to be creative in looking at this situation. There 62 <br />are regulations that make perfect sense for other areas but not necessarily for this airpark 63 <br />(noting shared access). 64 <br /> 65 <br />Council Member Manthey said he recognizes the uniqueness and the value of having this 66 <br />in the city. It’s fair to think that people should understand the regulations and their 67 <br />impact. 68 <br /> 69 <br />Mayor Reinert asked if wider driveway access, second hangars or second driveways (if 70 <br />sharing not possible) would solve the problem. Mr. Grochala said there are different 71 <br />situations. Mayor Reinert suggested that each property owner should have the ability for 72 <br />reasonable access. 73 <br /> 74 <br />On the matter of surface issues, information was received on what is pervious and what is 75 <br />impervious; the city is open to the many types of pervious products available these days. 76 <br /> 77 <br />Ultimately, Mr. Grochala said, changes will require certain actions of the city – planned 78 <br />unit development amendment, ordinance amendment, etc. and moving forward is based 79 <br />on council’s direction. 80 <br /> 81 <br />Mayor Reinert said he’d like to tackle all the conflicts that have arisen. He sees the 82 <br />airpark group presenting what they’d like to deal with and staff working on that. It will 83 <br />probably take a few discussions, including with the council, but he’d like to see an end 84 <br />result of a fully functioning development. He is willing to sit in on a meeting with the 85 <br />airpark group and staff as the discussion evolves. 86 <br /> 87 <br />2.
