Mr. Grochala explained that it would generally be based 204 <br />on a charge factored over the area, interim financed and ultimately paid by the developer. 205 <br />Mayor Reinert asked about the cost of the initial project and staff noted a feasibility study 206 <br />and estimated cost of $2.5 million. Mayor Reinert asked questions about what happens 207 <br />down the line if the system doesn’t function as planned. Ms. Thompson pointed out 208 <br />ponds that can be activated during peak periods. Council Member Kusterman asked 209 <br />about water quality assurance for water going into Lake Peltier. Ms. Thompson 210 <br />explained that development will still be required to meet the rules of the watershed 211 <br />related to water quality. 212 <br /> 213 <br />Resident Les Winter noted that the storm sewer pipeline seems to cross three gas pipe 214 <br />lines and that concerns him. Also, near the freeway right of way, the pipe seems to 215 <br />terminate short of the culvert. Ms. Thompson indicated that there will be design 216 <br />refinements and the plans are conceptual at this point. 217 <br /> 218 <br />The council will consider the plan at the next regular council meeting. 219 <br /> 220 <br />7. Proposal to Replace ACU’s and Controller at Civic Complex – Public Services 221 <br />Director DeGardner reviewed the written staff report and his recommendation to replace 222 <br />two ACU units and controllers at the Civic Complex. He introduced Utility Supervisor 223 <br />Tim Hillesheim and representatives of contractor NAC who work on the city’s system. 224
