Planning & Zoning Board <br />December 13, 2017 <br />Page 2 <br />APPROVED MINUTES <br />o Mr. Stoesz questioned what would happen if the land is moved from industrial <br />to mixed use and a developer came in wanting to do industrial <br /> Mr. Grochala stated there are 11 mixed use districts and need to define <br />mixed use <br /> Chair Tralle stated he is okay with changing to mixed use and <br />incorporating industrial – defining mixed use for the specific property <br />o Chair Tralle asked to define commercial <br /> Mr. Grochala stated retail, business service, research and development, <br />office <br /> Ms. Hurlburt stated the business campus is a hybrid of higher level <br />corporate offices, less traffic and outdoor storage <br />o Mr. Stimpson asked what the property to the north is staged <br /> Ms. Lindahl stated low density residential <br />o Mr. Masonick asked if there is a standard definition of mixed use <br /> Mr. Grochala stated that each district has their own definition <br /> Two different definitions for mixed use – trying develop different uses <br />for property or let the market sort out what will be developed on the <br />property <br />o Mr. Stimpson stated that having the property, as a whole, be mixed use but <br />defining the areas within more specifically <br /> Mr. Grochala stated the Comprehensive Plan has a Greenway Plan within and has <br />identified a trail coming up Otter Lake Road <br /> Chair Tralle recommends mixed use for Mr. Winter’s property and industrial to <br />the south of his property <br /> Mr. Stimpson recommends being aware how the property transitions <br /> Mr. Pratt stated the minimum density would be 4 stories <br />o Mr. Grochala suggests districts with 8-15 units an acres recognizing to <br />preserve the open spaces with density transfer within the project as an option <br /> Mr. Evenson asked if the decision will affect the property owners to the south <br /> <br />B. Economic Development Chapter <br /> Goals and Polices <br />o Expand and diversify the City’s tax base by encouraging commercial, <br />industrial and mixed-use development to lessen the tax burden on residential <br />properties <br />o Work with developers to identify innovative strategies for attracting entry level <br />and smaller entrepreneurial businesses to Lino Lakes <br />o Attract and encourage new light industrial, high tech, business and professional <br />services enterprises and maintain and expand existing businesses in Lino Lakes <br />o Promote efficient, planned commercial and industrial expansion within the <br />City’s growth areas, accessible to public infrastructure and transportation <br />o Promote Lino Lakes’ location within the metropolitan region as an advantage <br />in doing business <br /> Key Indicators <br />o Background information about employment trends and forecasts, commuting <br />and travel patterns
