COUNCIL MINUTES <br />February 12, 2018 <br />APPROVED <br />46 FINANCE DEPARTMENT REPORT <br />47 <br />48 2A) Consider Resolution No. 1841, Authorizing the Issuance of 2018 Certificates of <br />49 Indebtedness — Finance Director Cotton reviewed her written staff report, including reporting on a <br />50 reduction that results from updating. She explained how the certificates will be financed, short and <br />51 long term. <br />52 <br />53 Council Member Maher moved to approve Resolution No. 1841 as presented. Council Member <br />54 Stoesz seconded the motion. Motion carried on a voice vote. <br />55 <br />56 ADMINISTRATION DEPARTMENT REPORT <br />57 <br />58 3A) Consider Appointment of Parks Maintenance Worker- Administrator Karlson reported that <br />59 staff is again presenting a recommendation to fill this position which has become vacant. He explained <br />60 that there have been two previous hirings authorized by the council for the position, but for different <br />61 reasons those hirings didn't work out. This recommendation is to hire Taylor Drahota who is well <br />62 qualified for the position. <br />63 <br />64 Council Member Maher moved to approve the appointment of Taylor Drahota. Council Member <br />65 Manthey seconded the motion. Motion carried on a voice vote. <br />66 <br />67 PUBLIC SAFETY DEPARTMENT REPORT <br />68 4A) Consider Resolution 1842, Authorizing Construction Activity in Support of Target <br />69 Remodel - Public Safety Director Swenson recalled the council's past discussion about construction <br />70 activity at the Target store in Lino Lakes. There have been complaints about after hours work and, when <br />71 contacted, Target was responsive. The city has been informed, however, that Target (through their <br />72 contractor Ryan Construction) is in need of performing nighttime work on the roof of the facilities for <br />73 two days. After a request from the council, they did hold a neighborhood meeting to discuss the <br />74 situation but there were no residents that attended. <br />75 Mayor Reinert explained that this activity on the roof is required probably every twenty years and it <br />76 cannot take place when there are people in the store so it's really limited to late hours. <br />77 Britta Sortland, Ryan Companies, project manager. She noted that the crane is now scheduled for <br />78 February 20th and 21 sc, a schedule change. <br />79 Council Member Stoesz asked to have a discussion at the next work session on the topic of variances <br />80 from the noise ordinance. <br />81 <br />82 Council Member Maher moved to approve Resolution No. 18-11 as amended to represent the date <br />83 change to February 201h and 21 st. Council Member Manthey seconded the motion. Motion carried <br />84 on a voice vote. <br />85 4B) Consider Approval of the Sale of Fire Rescue Pumper and Deposit of Proceeds —Public <br />86 Safety Director Swenson reviewed the written staff report. <br />87 <br />88 <br />
