CITY COUNCIL WORK SESSION <br />February 26, 2018 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE : February 26, 2018 <br />5 TIME STARTED 6*05 p.m. <br />6 TIME ENDED 6925 p.m. <br />7 MEMBERS PRESENT Council Member Rafferty, Maher, <br />8 Manthey, Stoesz and Mayor Reinert <br />9 MEMBERS ABSENT None <br />10 <br />11 Staff members present: City Administrator Jeff Karlson; Community Development <br />12 Director Michael Grochala; City Engineer Diane Hankee; Environmental Coordinator <br />13 Asleson; City Clerk Julie Bartell <br />14 <br />15 Review Regular Council Agenda of February 26, 2018 — The agenda was reviewed. <br />16 <br />17 Item 6B — Mill and Overlay — Engineer Hankee explained the request to approve final <br />18 payment for the project. <br />19 <br />20 Item 6C - Authorization Plans and Specs for Water Main Project- Community <br />21 Development Director Grochala reviewed the individual elements included in the overall <br />22 project. He spoke to the connectivity element. He explained the estimate received from <br />23 WSB & Associates for administration and the estimated cost of the project which would <br />24 be funded through the Trunk Unit Fund, <br />25 <br />26 Item 6D —Appointing Representative to Watershed Based Funding Group — <br />27 Community Development Director Grochala said he is recommending that he be the <br />28 representative. There is state funding available; the city doesn't have a project to <br />29 propose at this time but needs to have a seat at the table of this county group in order to <br />30 be considered for grant funding. The objective is water quality improvements <br />31 (implementing Clean Water Act). <br />32 <br />33 Item 6E —Fire Station No. 2; Approving Escrow Deposit Agreement with Jorgenson <br />34 Construction Inc. and Change Order No. 3 and Final Pay Application —Community <br />35 Development Director Grochala explained that these are final items for the Fire Station <br />36 No. 2 project. <br />37 <br />38 Mayor Reinert asked why the City would finalize the documents before all the work is <br />39 done, i.e. planting of trees. Mr. Grochala said there is escrow to cover remaining work. <br />40 <br />41 Item 6F —Authorizing One -Year Trail Contract with Simple Recycling — <br />42 Environmental Coordinator Asleson reviewed his request for contract authorization. <br />43 This provides for an every year review/approval although the language represents five <br />44 years.
