CITY COUNCIL WORK SESSION January 5, 2015 <br />DRAFT <br /> 136 <br />7. Schedule Dates for Strategic Planning Meetings- Mayor Reinert recalled the 137 <br />council’s past efforts in this area; he’s seen good results and supports setting up a 138 <br />meeting. Administrator Karlson said he’ll look at setting up a couple of evening 139 <br />sessions and asked that council members let him know about dates they would not be 140 <br />available. 141 <br /> 142 <br />Not on Printed Agenda – Updates 143 <br /> 144 <br />Police Sergeants Labor Contract – Administrator Karlson reported that this union 145 <br />group has rejected the city’s proposed contract and have requested mediation. 146 <br /> 147 <br />He will update the council soon on negotiations with the AFSCME union. 148 <br /> 149 <br />Legacy Grants- Mayor Reinert indicated that these state funds may be a source of 150 <br />funding for certain efforts in the city. He recommends that the discussion continue so 151 <br />that proposals can be submitted for legislative consideration. Council Member Roeser 152 <br />added his support to the concept, noting that Senator Chamberlin and Representative 153 <br />Runbeck are interested in discussing possibilities; he’s interested in park development, 154 <br />water projects and trail connections (to new park and ride). Mayor Reinert asked that 155 <br />council members forward any ideas to him. 156 <br /> 157 <br />Boat Race- Regarding the council’s recent discussions about having a speed boat 158 <br />race/show as part of Blue Heron Days, a communication was received indicating issues 159 <br />with Anoka County permission for lake use. Public Services Director DeGardner was 160 <br />asked to report on the possibility of a boat show and he indicated he will continue to work 161 <br />with the organizations that would sponsor such events and will update the council as 162 <br />information is available. On the boat races, the mayor asked if there could be some 163 <br />consideration of another time (other than the Blue Heron Days weekend) but Mr. 164 <br />DeGardner said that a boat race after the park closes for the year would be of little interest 165 <br />to the organizers. 166 <br /> 167 <br />Regular Agenda of January 12, 2015 168 <br /> 169 <br />Item 3A – Cable TV Franchise Agreement – Administration Karlson explained that 170 <br />North Metro Telecommunications Commission (NMTC) and their legal staff have been 171 <br />working with Comcast on a change of franchise ownership and an extension of the 172 <br />franchise term. Basically a reorganization is occurring and there will be a new provider 173 <br />and with that an extension of the franchise has been negotiated that includes certain 174 <br />conditions. He can report that the proposal is good for the NMTC and the cities they 175 <br />serve. The NMTC attorney involved in the negotiations will be at the council meeting. 176 <br />Council Member Stoesz noted that he is the city’s representative on NMTC and has 177 <br />followed this matter; he is comfortable with what the city will receive as result of the 178 <br />conditions; he noted that there may be some impact on email addresses. 179 <br /> 180 <br /> 4
