COUNCIL MINUTES February 13, 2017 <br />DRAFT <br />2 <br /> 46 <br />Appointment of Michael Ruhland to EDAC 47 <br />and Abby Haworth to Park Board Approved 48 <br /> 49 <br /> 50 <br />FINANCE DEPARTMENT REPORT 51 <br /> 52 <br />There was no report from the Finance Department. 53 <br /> 54 <br />ADMINISTRATION DEPARTMENT REPORT 55 <br /> 56 <br />3A) Consider Appointment of Mara Strand for Administrative Assistant Position- 57 <br />Administrator Karlson reviewed hiring process used to bring forward his recommendation to hire Ms. 58 <br />Strand for the open position within the Community Development Division. There were 72 applicants 59 <br />for this position and Ms. Strand rose to the top. 60 <br /> 61 <br />Council Member Maher moved to approve the appointment of Mara Strand as recommended. 62 <br />Council Member Rafferty seconded the motion. Motion carried on a voice vote. 63 <br /> 64 <br />3B) Consider Appointment of Kristine Kroll for Office Specialist Position – Administrator 65 <br />Karlson reviewed his recommendation to hire Ms. Kroll for the new position in the Public Services 66 <br />Division. She is a proven success as a scanning technican and is expected to be great addition to the 67 <br />department. 68 <br /> 69 <br />Council Member Kusterman moved to approve the appointment of Kristine Kroll as recommended. 70 <br />Council Member Manthey seconded the motion. Motion carried on a voice vote. 71 <br /> 72 <br />3C) Consider Resolution No. 17-14, Establishing Annual Appropriation for Beyond the 73 <br />Yellow Ribbon Network – Administrator Karlson noted that this subject was discussed by the 74 <br />council at the recent work session. The council approved an appropriation last year and is now 75 <br />interested in making that funding an annual commitment. 76 <br /> 77 <br />Mayor Reinert noted that he is supportive of this action. He is happy to report that the City is now a 78 <br />Beyond the Yellow Ribbon designated community. The designation doesn’t come with funding so 79 <br />there is need for support. With this action the council is requesting that the group keep the council 80 <br />apprised of their work and expenditures. 81 <br /> 82 <br />Council Member Maher moved to approve Resolution No. 17-14 as presented. Council Member 83 <br />Rafferty seconded the motion. Motion carried on a voice vote. 84 <br /> 85 <br />PUBLIC SAFETY DEPARTMENT REPORT 86 <br /> 87 <br />4A) Consider 2017 Fire Apparatus Purchases – Director Swenson noted that the council 88 <br />discussed these purchases at their recent work session and forwarded the matter for action.
