(WSB) is pleased to present this scope of work and budget estimate to provide <br />planning and engineering services to update the City’s Comprehensive Plan. This letter contains a <br />summary of the scope items included in the Comprehensive Plan process. The attached spreadsheet <br />provides estimated costs by Plan element. <br /> <br />The scope of work includes close collaboration with City Staff, and with the City’s Planning consultant <br />who will prepare the land use, community background, planning districts, and serve as the primary <br />liaison to boards and commissions, the steering committee, and the public. WSB’s role will be to <br />provide the digital communications, natural resources, local water management plan, water and <br />wastewater plan, and transportation plan. <br /> <br />In the proposed fees for each section of the plan we have included a number of meetings for team <br />meetings, public meetings, and City Board meetings. We have also included time for necessary meeting <br />plan preparation and graphics. <br /> <br />1. Public Engagement – Digital Communications: <br /> <br />WSB will create a project website on MySidewalk as a means of two-way communication with the <br />public throughout the planning process. The MySidewalk site will host key questions, topic for <br />ongoing dialogue, and draft documents for feedback. Social media will be used to supplement the <br />MySidewalk site and advertise events. <br /> <br />WSB will create a comprehensive community survey which will include questions about assets, <br />challenges, emerging issues and priorities for the City. The survey will be made available in hard <br />copy and online formats. Key survey distribution location will include the library, senior center, City <br />hall, local parks and community events. <br /> <br />2. Natural Resources and Parks and Trails <br /> <br />WSB will update the Natural Resource plan incorporating key changes for the management and <br />development of their natural resource areas the 2040 plan. The regional system plan update <br />requirements comprised of reginal parks, park reserves, special recreation features and regional <br />trails. <br />
