CITY COUNCIL WORK SESSION April 3, 2017 <br />DRAFT <br /> 6 <br />details and Director Swenson explained the steps of the process, including council input, 215 <br />and recommendations coming forward at the end. The mayor said he would not support 216 <br />the study and he noted the cost of $17,000. Council Member Manthey suggested that a 217 <br />review of the staffing, especially since the council has been discussing police needs, 218 <br />seems appropriate to him; it could also be helpful with upcoming strategic planning for 219 <br />the future. Council Member Rafferty remarked that the population of the city hasn’t 220 <br />increased greatly and that raises a question for him about the need for more police 221 <br />officers. Mayor Reinert suggested that the management team should understand staffing 222 <br />needs for their respective departments. 223 <br /> 224 <br />The council concurred that the request for authorization of a study should not go forward. 225 <br />They invited staff to come forward and discuss staffing at a future meeting. 226 <br />Item 6A – Consider Resolution No. 17-26, Approving Change Orders No. 1 & 2 and 227 <br />the Final Payment No. 8 for the Construction of Well No. 6 - City Engineer Hankee 228 <br />reviewed the written staff report. With the two change orders, the project is still within 229 <br />the budget. She briefly reviewed the content of the change orders. The mayor confirmed 230 <br />that these change orders wouldn’t have an impact on the results of the original bid 231 <br />process. 232 <br /> 233 <br />Item 6C - Consider Resolution No. 17-29 Denying Conditional Use Permit for Home 234 <br />Occupation Permit Level C at 180 Pine Street – City Planner Larsen reviewed the 235 <br />request for a Conditional Use Permit (CUP) for a home occupation and staff’s 236 <br />recommendation to deny the request based on the basic inability of the street/area to 237 <br />handle additional use and traffic. The existing homes are very close and although this lot 238 <br />is large, the neighbors are close. The Planning and Zoning Board recommended denial of 239 <br />the request. 240 <br /> 241 <br />12.
