4 <br /> <br />The applicant is requesting all of the drainage and utility easements, as created and dedicated <br />over, under and across Outlot D, in the plat of NorthPointe 5th Addition, Anoka County, <br />Minnesota be vacated. This easement will be re-dedicated on the plat of NorthPointe 6th <br />Addition. The City Council has approved similar easement vacations throughout the <br />development of NorthPointe. The City Council held the public hearing and approved the 1st <br />reading on June 26, 2017. <br /> <br />Public Land Dedication and Fees <br /> <br />The City will require a combination of land dedication and cash in lieu of land dedication for <br />the entire NorthPointe development. Outlot D, NorthPointe 4th Addition was dedicated to the <br />City for parkland in 2016. NorthPointe 6th Addition will collect cash in lieu of land dedication. <br /> <br />NorthPointe 6th Addition <br />Total #of Lots = 15 <br />x Park Dedication fee $2,575 <br />= Total Due for NP 5th $38,625 <br /> <br />The Park Board has been working with WSB to create a master plan for the park and <br />anticipates starting construction in summer 2017. The City will construct the trails in <br />conjunction with the park development. <br /> <br />Zoning <br /> <br />NorthPointe 6th Addition is zoned PUD-Planned Unit Development as approved by the City <br />Council with Ordinance No. 02-14. <br /> <br />Comprehensive Plan <br /> <br />The final plat is in compliance with the Comprehensive Plan in terms of the Resource <br />Management System, Land Use Plan, Housing Plan, and Transportation Plan. <br /> <br />Alternative Urban Areawide Review (AUAR) <br /> <br />The project site is within the 2005 I-35E Corridor AUAR and is subject to the AUAR <br />mitigation plan. The NorthPointe PUD Development Stage Plan/Preliminary Plat is consistent <br />with development Scenario 1 for residential medium density and complies with the mitigation <br />plan in regards to wetlands, water use, erosion and sedimentation, surface water runoff, <br />wastewater and transportation. The final plat for NorthPointe 6th Addition is also consistent <br />with these plans. <br /> <br />Floodplain <br /> <br />The applicant received a FEMA Letter of Map Revision effective December 21, 2016. There <br />are no floodplain impacts. <br />
